ITEM (6) <br />SAPFO <br />Policy & Implementation Steps <br />(1) Create consensus of SAPFO concept among all jurisdictions and districts. <br />(2) . Research development activity and school enrollment trends. <br />(3) Examine various SAPFO policy issues (e.g., Level of Service, CIP, Vesting, etc.) <br />(4) Review of SAPFO by attorneys and planning directors for ordinance integrity. <br />(5) Develop SAPFO assumptions and scenarios for presentation purposes. <br />(6) Forward and decide on SAPFO basics noted in a Memorandum of Understanding <br />by all jurisdictions and districts. <br />(7) Discuss the implications of a SAPFO with the general public and development <br />community. <br />(8) Formulate agreed upon enrollment projections and facility needs to be the base of <br />the Capital Improvement Program (CIP). <br />(9) Create drafts of implementing SAPFO for eventual incorporation into local <br />government land development codes. <br />(10) Develop dialogue on CIP planning and financial'feasibility of SAPFO scenarios <br />and match CIP and needs assessment. <br />(11) Present findings of SAPFO implications to general public and development <br />community. <br />(12) Create a computer spreadsheet based SAPFO management system. <br />(13) Verify subdivision and building data and develop base SAPFO program. <br />(14) Adopt interlocal agreements and SAPFO and determine effective date concurrent <br />with adopted CIP. <br />&AOzig\"gfO\ t P \11.184N8 <br />
