Resolution ion Support <br />of Taxing Authority <br />WFD REA,S, over 80 % of the boards of education in the United States are fiscally <br />independent; and <br />W + RRAS, North Carolina has a unique mcftd of finding public education by PUcin8 <br />the control of educational policy with Ioaal hoards of education while requiring the <br />BOY erning bodies of local govern unrnts to appropriate funds for educational purposes; and <br />W MREA,S, the existing school funding atra ug mumt in North Carolina omen puts <br />elected members of the board of education at odds with the budgetary and taxing <br />deddonis of anotbw locally elected body elected by the .Same canstituency; and <br />WHMKL4S, the decisions concerning the local needs of an individual school system <br />shad be made by those who are the most kno wledgeatcte about school system needs; <br />and <br />WHEREAS, members of local boards of education are elected to be the educational <br />leaders and decision-makers in their communities and have the legal duty to provide " <br />adequate educational services to all children; and <br />WHMF AS, the North Carolina Suprem Court, under %eadro, has hell that students, in <br />North Carolina have a state constitutional right to a sound basic education; and <br />, aehool boards are not in a position to fulfill their ~on to provide a <br />sound basic fthumbon without the ability m raise necessary finds to provide these <br />educational service; and <br />WHEREAS, over recent years, the North Carolina Gene al Assembly and the State <br />Board of Education have made adnzinistratoaa, teachers and stun tents moue accountable <br />for the tonal progress of all school aged d9ldren in North Carolina, and <br />WHBREAS, until local boards of education are granted tax levying qty, they <br />ca mot reasonably be held accountable if their school systems are not Willing the needs <br />of the children in their districts; <br />
