ITEM (1) <br />DEFINITION SAPFO <br />A school adequate public facilities ordinance ( SAPFO) is a zoning and/or land <br />development regulation with the goal of synchronizing development with the availability <br />of public facilities needed to support that development. The location, amount, type or <br />mix of development is a product of the county and town's comprehensive and zoning <br />plans.
