ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 13, 1999 <br />SUBJECT: Issues Identified by Chapel Hill - Carrboro City Schools <br />DEPARTMENT: County Manager <br />ATTACHMENT(S): <br />As noted in "Background" section <br />Action Agenda <br />Item No. 2 <br />PUBLIC HEARING: (YIN) No <br />INFORMATION CONTACT: <br />Neil Pedersen, 967 -8211 <br />TELEPHONE NUMBERS: <br />Hillsborough <br />Chapel Hill <br />Durham <br />Mebane <br />732 -8181 <br />968 -4501 <br />688 -7331 <br />336- 227 -2031 <br />PURPOSE: To discuss issues of concern to the Chapel Hill - Carrboro Board of Education. <br />BACKGROUND: As outlined in an August 21 memo (Attachment 2a) from Superintendent <br />Pedersen, the Chapel Hill - Carrboro Board of Education requested that the following topics be <br />included on the September 15 work session agenda. <br />a) Acquisition of School Sites and Construction of New Schools <br />b) Communities in Schools <br />c) Proposal for School Board Taxing Authority <br />At the most recent monthly meeting between the Superintendents and the County Manager, <br />Superintendent Pedersen indicated that the CHCCS Board had recently adopted a resolution <br />supporting the concept of taxing authority for local school boards (Attachment 2b). <br />d) Capital Project Ordinance Approval — Glenwood Elementary Renovation <br />Included in the approved 1999 -2009 CIP was the Glenwood Elementary School Renovations <br />capital project. The project provides for major renovations at the school including replacement <br />of the HVAC and fire alarm system and upgrades to classrooms, restrooms, windows and <br />cafeteria. The Chapel Carrboro City Schools has requested that the Board of Commissioners <br />approve funding totaling $100,000 for the first phase of the Glenwood Elementary School <br />Renovations Capital Project Ordinance. This phase includes planning, architect and <br />engineering costs. Once this phase is complete and bids received, the school district will ask <br />the Board to approve construction - related costs for the project. At their December 7 meeting, <br />the Board deferred action on this capital project ordinance (Attachment 2c), pending discussion <br />with the CHCCS Board about plans to replace Glenwood Elementary at some point in the <br />
