Section 5 - Land Use Scenarios <br />year, 2035, as the Baseline Scenarios does, but instead on an end state. It assumes that the <br />entire scope of the MVO is developed. <br />Scenario 3 -- Constrained Growth <br />The Constrained Growth Scenario is the first of three that asks the question, "What might the <br />future projections of employment and housing, and ultimately travel demand, be if the MPO <br />was to alter its land use and development policies ?" This scenario assumes that long range <br />land use plans and development regulations would be consciously changed to scale down the <br />amount of new development allowed each year. It also assumes that mechanisms be <br />established to prevent growth beyond a certain annual target level. <br />Scenario Objective: Local governments i n <br />planning and policy actions to constrain growth in <br />housing and employment by 2035 of approximately <br />Scenario, and up to 35 percent in Chatham County. <br />A. Land Use Planning <br />the MPO should employ conscious <br />certain locations, resulting in forecast <br />10 percent less than for the Baseline <br />1. Develop a systematic and defensible method for determining the maximum <br />amount of development that the local jurisdiction wants to accommodate each <br />year and the basis for that determination. <br />2. Change local urban growth area boundaries to limit the extent of urban and <br />suburban development. <br />3. Restrict the extension of sewer and water utilities. <br />B. Land Use Regulation <br />Develop a systematic and defensible method of evaluating and selecting highly <br />desirable development projects that will be considered for legislative approval <br />each year. <br />Scenario 4 -- Travel Corridors <br />The Travel Corridors Scenario speculates about what might be the effect on housing, <br />employment, and travel demand from a conscious effort to achieve a different land use pattern <br />in the MPO 'area. The focus in this scenario is on new development along major arterial <br />roadways. This approach assumes the same amount of employment and housing growth, but <br />assigns it to locations different than in the Baseline Scenario. <br />Scenario Objective: Local governments in the MPO should employ conscious <br />planning and policy actions to focus a significant portion of future growth into transit- oriented <br />corridors, including Downtown Durham. Ensure that new development is located and <br />designed in an appropriate manner and that appropriate regional and local transit service are <br />available. Develop effective strategies to encourage new development in Corridor areas and <br />discourage new development elsewhere. <br />5-22 <br />
