p~ SCHOOL IMPACT FEES: Or~oe Couritir SCHOOLS <br />Orange County, North Carolina <br />The second type of credit, asite-specific credit, is for system improvements that have been <br />included in the fee calculations. Policies and procedures related to site-specific credits for <br />system improvements should be addressed in the ordinance that establishes the County's <br />impact fees. However, the general concept is that developers may be eligible for site-specific <br />credits or reimbursements only if they provide system improvements that have been included in the fee <br />calculations. Project improvements normally required as part of the development approval <br />process are not eligible for credits against impact fees. <br />MAXIMUM SUPPORTABLE SCHOOL IMPACT FEES <br />Figure 1 provides the schedule of Maximum Supportable School Impact Fees for Orange County <br />Schools, North Carolina. For asingle-family detached housing unit, the maximum supportable <br />fee amount is $9,372 per unit; for a single family attached/multifamily unit, the maximum fee <br />amount is $2,905 per unit; and for a manufactured home, the maximum fee amount is $4,463 per <br />unit. T'he fees should be collected when building permits are issued. <br />School impact fees are applied only to residential development and are per housing unit, <br />reflecting the proportionate demand by type of unit. The amounts shown are "maximum <br />supportable" amounts based on the methodologies, level of service, and costs for the capital <br />improvements identified herein. The fees represent the highest amount feasible for each type of <br />applicable development, which represent new growth's fair share of the capital costs as detailed <br />in this report. T'he County can adopt amounts that are lower than the maximum amounts <br />shown. However, a reduction in fee revenue will necessitate an increase in other revenues, a <br />decrease in planned capital expenditures, and/or a decrease in the County's level of service. <br />Figure 1. Most results are discussed in the report using one, two, and three digit <br />places, which represent rounded figures.
