APPENDIX <br />p~ SCHOOL IMPACT FEES: Cw~ret Hiu-C,vt~ORO Cmr SCHOOLS <br />Orange County, North Carolina <br />ORANGE COUNTY SCHOOLS <br />Based on household characteristics, three housing unit types are recommended for the Orange <br />County Schools impact fees: (1) Single Family Detached, (2) Single Family <br />Attached/Multifamily, and (3) Manufactured Homes. Impact fees are calculated by type of unit. <br />As shown, a total of 3,055 new housing units were built from 2000 to 2006 for a current estimate <br />of 21,164. The majority of new units are single family detached (almost 75 percent), followed by <br />approximately 16 percent single family attached/multifamily, and the remainder manufactured <br />homes. Unlike Orange County Schools, CHCCS has a significant nwnber of <br />multifamily units due to the University of North Carolina, which do not generate a high <br />number of school-age children. To ensixre that residential units pay their proportionate share of <br />the cost of school facilities, multifamily units are separated into two categories-single family <br />attached (i.e., townhouses and duplexes) and multifamily (i.e., apartments and condos in <br />multifamily structures). Impact fees are calculated by type of unit. As shown, a total of 2,302 <br />new housing units were built from 2000 to 2006 for a current estimate of 33,402 housing units. <br />Approximately 52 percent are single family detached, almost 29 percent are multifamily units, <br />almost 18 percent are single family attached, and the remainder manufactured homes. <br />Percentages of new units are used to project future housing unit growth.
