7.3 <br />CONDITION TWENTY -TRANSPORTATION -INTERNAL IlVIPROVEMENTS (Formerly <br />listed under Section 3-4 of Staff recommended conditions -June 3, 2008 BOCC abstract - <br />Attachment 3A) <br />20. In addition to any and all applicable local or State requirements, the following specific standards <br />shall govern internal transportation improvements for this project: <br />a.. All internal roadways shall be constructed in accordance with. any and all applicable NC <br />DOT requirements. <br />b. The main access roadway for the BVPD-ED project, running west to east throughout the <br />project, shall be built to the appropriate NC DOT public road standard. A stub out shall be <br />developed allowing for potential connectivity to the eastern property and shall be <br />maintained by BRA until such time as the roadway is accepted for maintenance by a <br />governmental entity. <br />c. BRA and/or their successors shall bear any and all landscaped responsibility for the <br />perpetual upkeep and maintenance of any landscaped medians or landscape dividers located <br />within a roadway as detailed within Condition 3A herein, <br />d. All internal traffic improvements shall be completed in accordance with all Traffic <br />Improvement Plans, submitted as part of staff's review of site specific development plans, <br />e. All streets and sidewallcs shall be designated as available for general public use through an <br />easement(s) as detailed herein, <br />f. In implementing the internal circulation traffic pattern, the following street shall be <br />designed to accommodate the followinng maximum speed limits: <br />i. Alleys affording access to residential land uses and to the rear of various buildings <br />for service delivery: Ten (10) Miles and Hour, <br />ii. Streets serving the interior portions of District II: Ten (10) Miles and Hour, <br />iii. Streets serving as service roads to allow for the free flow of traffic between the <br />various districts as well as Buckhorn and West Ten Roads: Twenty-two (22) Miles <br />and hour. <br />g. Crosswalks shall be painted, or otherwise delineated, within the roadways to signify <br />pedestrian crossing points, <br />h. The developer shall cause crosswalk signals to be installed, where stoplights are located, <br />providing assistance to deaf and visually impaired individuals announcing when it is safe to <br />cross thoroughfares, <br />i. Entrances to parking areas for individual uses, whether it is a single, independent, land use <br />or a multi-tenant building, shall be designed to channel traffic through central points off of <br />interior thoroughfares in an effort to avoid unnecessary vehicular and/or pedestrian <br />interaction, <br />j. In cases where a corner lot is created within the development, parking shall not be located <br />directly adjacent too the corner facing the intersection. Instead, the developer shall install <br />landscaping, and/or a prominent building feature, within this area, <br />k. Any proposed land use making use, or needed, drop-off zones/areas shall be provided near <br />building entrances and segregated from required parking spaces and/or vehicular travel <br />lanes, <br />1.
