~~ <br />CONDITION FIFTEEN -ARCHITECTURAL DESIGN STANDARDS (Formerly listed under <br />Section 2-4 of Staff recommended conditions -June 3, 2008 BOCC abstract -Attachment 3A) <br />15. In addition to any and all applicable local or State requirements, the following specific standards <br />shall govern architectural design issues for this project: <br />a. Building and site design within the BVPD shall adhere to the various LEED certification <br />standards as detailed herein, <br />b. A BVPD Architectural Review Board (BVPD-ARB) shall be established prior to the <br />submission of any site plan commencing the development of any land use within the three <br />(3) BVPD Development Districts. The purpose of this review board is to oversee, <br />comment, and guide the design of any and all proposed buildings, signage, additional <br />landscaping, lighting, and other similar submittals to ensure compliance with all applicable <br />standards as referenced herein. <br />Membership on the board shall include: <br />i. The applicant(s), <br />ii. ANC registered architect, <br />iii. ANC landscape architect, <br />iv. ANC civil engineer, <br />v. Other building and design professionals as appropriate. <br />vi. A representative of the Orange County Historic Preservation Committee, and <br />vii. Two (2) community representatives appointed by the County. <br />(** Note: subsections vi. and vii. added by Planning Board on August 13, 2008) <br />Once a submittal is deemed to be satisfactory, the ARB board shall issue a Letter of <br />Compliance to the County indicating that the ARB members have found that, in their <br />opinion, the project is consistent with the various guidelines, standards, and regulations <br />governing development within the BVPD. <br />No government agency responsible for the permitting of any project within the <br />development site shall accept a development application without this Letter of Compliance. <br />c. The following exterior finishes and/or siding materials shall be allowed throughout the <br />project: <br />i. Cement/concrete siding, such as Hardi-plank or equal material, shall be used to <br />simulate wood and wood trusses where a rustic look is desired, <br />ii. Brick and/or stucco, <br />iii. Concrete in pre-cast or cast-in-place (ClP) applications shall be allowed. Where <br />such material is utilized, large expanses will be broken-up and modulated with <br />architectural variations like scoring, reveals, ornamental embellishments, etc. <br />iv. Dry-stack and/or ashlar stone may be used as an identifying characteristic, <br />v. Concrete masonry units (CMU's). For this project, CMUs shall be: <br />
