Orange County Board of Commissioners <br />Page 2 <br />September 12, 2Q08 <br />planned and developed on a unified basis. ,Suitability of tracts for the development <br />proposed shall be determined primarily by reference to the Comprehensive Plan, but due <br />consideration shall be given to the existing and prospective character of surrounding <br />development. <br />Section 7.21.1 of the Zoning Ordinance expressly provides for Planned Development Districts <br />within Economic Development D~stncts when the plans for development do NOT: <br />1 • Meet the criteria for site plan approval. • • ; <br />2. Address agency comments solicited during the site plan review process; and/or' <br />3. Adhere to the design standards applicable within Economic Development <br />Districts as set forth in Article 6.29 of this ordinance; <br />and which propose a design solution which is equal to or better than could be obtained <br />through the application of the criteria and standards contained in the Design Manual. In <br />such cases, application for and approval of a Planned Development District shall be <br />governed by the general and specific standards and procedures for the issuance of a <br />Planned Development Pernut as set forth in [Article 7]. <br />In other words, Article 7 of the Zoning Ordinance per~~ a parallel method for the <br />development of land in the Buckharn Economic Development District.
