0 <br />MINUTES <br />Orange County Board of Commissioners <br />Joint Meeting <br />Of <br />Orange County/Chatham County/Chapel Hill /Carrboro/OWASAIUNC <br />August 14, 2007 <br />6:00 p.m. <br />Souti~ern Human Services Center <br />The Chair and Vice--Chair of the Orange County Board of Commissioners met for a Joint <br />Meeting with the Chairnrce Chair from the Chatham County Board of Commissioners, Chapel <br />Hill Town Mayor and Town Manager, ChairArce Chair/Executive Director of OWASA, and a <br />UNC representative on Tuesday, August 14, 2007 at 6:00 p.m. at the Soulfiem Human Services <br />Center in Chapel Hill. N.C. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Vice-Chair Barry Jacobs <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon and Clerk to the Board Donna <br />S. Baker (All other staff members will be identfied appropriately below) <br />CHATHAM COUNTY COMMISSIONERS PRESENT: Vice-Chair George Lucier <br />CHATHAM COUNTY STAFF PRESENT: Courrty Manager Charlie Home and Public Works <br />Director David Hughes <br />TOWN OF PITTSBORO MAYOR: Randolph Voller <br />TOWN OF CHAPEL HILL REPRESENTATIVES PRESENT: Mayor Kevin Foy and Town <br />Manager Roger Stancl <br />TOWN OF CARRBORO REPRESENTATIVES: Dan Coleman, Board of Aldermen <br />OWASA REPRESENTATIVES PRESENT: OWASA Board Chair Mac Clarice, Vice-Chair <br />Randy Kabridc, and Executive Director Ed Kennrin <br />UNC REPRESENTATIVES PRESENT: Carolyn Efland, Assocate Vca: Chancellor for Campus <br />Services <br />1. DinnerNVelcome and Introductions <br />Chair Carey said that this meeting grew out of a joint meeting of the Chatham and <br />Orange County Comrrirssioners in which it was deeded to ask the stakeholders to meet and. to <br />find out if there is interest to move forward to meet as functional work groups to address specflc <br />issues that are of mutual concern. <br />Introductions were made. <br />Chair Canty said that staff was available to answer any questions but no formal <br />presentations would be made. <br />Z Regional Water/Watershed Protection Issues <br />• Shared Use of OWASA Jonian Lake Intake site <br />Chatham Courrty Public Works Director David Hughes said that Chatham County is <br />expanding its water plant. Presently, the allocation is sbc million gallons per day from Jordan <br />Lake, and there have been discussions with the Division of Water Resoun~es to expand this <br />allocation for Chatham County. To do this, it has to be opened to surrounding jurisdictions that <br />also need allocations from Jordan Lake. He said that this is a long process and there will have <br />to be cooperation from a lot of the stakeholders in order to get more of an allocation from Jordan <br />
