jurisdictions, the Board will be asked to consider final approval of the three task force <br />processes, as well as make Orange County's appointments to the groups. It is suggested that, <br />at the appropriate time, the BOCC not appoint one Commissioner to serve on all three task <br />forces, but rather select a different Commissioner to serve on each of the three groups. <br />It should also be noted that the proposed task forces and their respective topical areas as <br />detailed in the attachments were developed to mirror the discussions involving the <br />representatives from Orange County, Chatham County, Chapel Hill, and Carrboro. As an minor <br />variation/alternative, it is suggested that the Board consider the reassignment of the watershed <br />protection topic from the proposed Regional Water Supply/Watershed Protection Issues Task <br />Force to the proposed Joint Planning Task Force. <br />At the AOG meeting in March, representatives from the City of Durham spoke about their efforts <br />to develop a long range strategy for ensuring adequate water supply is available under normal <br />rainfall and drought conditions. That effort has expanded to discussions over the summer with <br />other local government entities about regional Jordan Lake water resources planning, new <br />allocation requests and a coordinated western intake facility. Please see the attached summary <br />of a meeting held in Chapel Hill on August 27, 2008 to discuss this issue. This issue will be <br />presented at the upcoming AOG meeting and the Board may wish to delay consideration of a <br />strictly Chatham/Orange task force on water supply until the concept of a regional approach is <br />further discussed. <br />These proposed task forces will also be part of the discussions at the September 18, 2008 <br />Assembly of Governments meeting. <br />FINANCIAL IMPACT: There is no financial impact associated with review of the proposed <br />charges and compositions for three Chatham/Orange Task Forces and authorizing staff to <br />forward the task forces' proposed charges and compositions to the other jurisdictions for <br />approval and respective appointments. Eventual adoption of the task forces will require staff <br />resources from the County departments of Planning and ERCD. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1) review the proposed joint Chatham/Orange task force proposals; <br />2) make any needed revisions; <br />3) consider reassigning the watershed protection topic to the proposed Joint <br />Planning Task Force; <br />4) consider delaying consideration of a strictly Chatham/Orange task force on water <br />supply until the concept of a regional approach is further discussed; <br />5) authorize staff to examine the potential County staff resources needed to <br />participate in these efforts; and <br />6) authorize staff to forward these materials as revised to the other jurisdictions for <br />approval and respective appointments. Following approvals and appointments <br />by the other jurisdictions, the proposals would come back to the Board of County <br />Commissioners for final approval and County appointments. <br />
