ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 16, 2008 <br />Action Agen a <br />Item No. d <br />SUBJECT: Bid Award: Hook Truck for Solid Waste <br />DEPARTMENT: Purchasing and Solid Waste PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Bid Tabulation Pam Jones, 245-2652 <br />Gayle Wilson, 968-2885 <br />PURPOSE: To consider awarding a bid to Triad Freightliner of Greensboro, North Carolina for <br />a Hook Truck for Orange County Solid Waste. <br />BACKGROUND: The Fiscal Year 2008/2009 Recycling operating budget calls for the <br />replacement of a 2002 Hook-Lift Truck. This vehicle's current mileage exceeds 215,000 miles. <br />This replacement unit will be used to provide regularly scheduled service to ten drop-off <br />locations servicing the County and municipal recycling drop-off centers for magazines, mixed <br />paper, and plastic/metal containers. Additionally, the vehicle is used to transport materials to <br />area markets. <br />Orange County's requirements were advertised and eleven vendors were solicited for Orange <br />County's bid number 271. Six vendors submitted bids. Pursuant to the attached bid tabulation, <br />Triad Freightliner of Greensboro, North Carolina submitted the lowest responsible bid that was <br />responsive at a delivered cost of $157,975 for a Freightliner FLD120 SD cab & chassis with an <br />automatic transmission and a Swaploader SL 650 Hoist. <br />In order to reduce emissions, Orange County's specifications require the awarded bid to meet <br />the most current (2007) EPA engine requirements for emissions without paying a fine. (Some <br />manufacturers have chosen to pay a fine rather than provide an engine that meets the EPA <br />guidelines.) Further, the truck is required to be able to operate using B-20 bio-diesel. <br />FINANCIAL IMPACT: Total purchase price, if approved by the Board, would be $157,975. <br />Sufficient funds were allocated within the FY 2008-2009 Solid Waste Recycling budget for the <br />purchase. <br />RECOMMENDATION(S): The Manager recommends that the Board award bid number 267 to <br />Triad Freightliner of Greensboro, North Carolina at a delivered cost of $157,975; and authorize <br />the Purchasing Director to execute the necessary paperwork <br />
