TO: Donna Coffey, Budget Director <br />Tonya Walton, Budget Analyst <br />FROM: Gwen Harvey, Assistant County Manager <br />Staff, Human Services Advisory Commission <br />RE: Outside Agency Allocation Recommendations — <br />Response to BOCC Request for Additional Information <br />DATE: June 9, 2008 <br />The Orange County Human Services Advisory Commission met in facilitated <br />session with Margaret Henderson of the UNC School of Government Public- <br />Private Intersect Project (Non Profit Partnering) on March 17, 2007 to formulate <br />recommendations on outside agency funding to the BOCC for its work session <br />on April 15. <br />Working in teams of 2-3 members in advance of the meeting on March 17, HSAC <br />used the BOCC-approved agency application evaluation tool, to produce a raw <br />score for each application. At the meeting, raw scores were analyzed and <br />through careful dialog where differences existed, final allocation <br />recommendations were made. Under budgetary targets established by the new <br />BOCC policy, HSAC was able to support and recommend funding increases as <br />requested for agencies that scored well and were properly vetted by group <br />examination. <br />Four (4) brand new (first time) agencies were not recommended for funding <br />because of perceived service duplications and/or insufficient justification — <br />AnimalKind, Extraordinary Ventures, Interfaith Food Shuttle, and Table <br />Ministries. Two (2) recurring agencies were recommended at a reduced level <br />of funding than the previous fiscal year based upon their application — <br />Hillsborough Youth Athletic Association and Piedmont Wildlife Services. <br />(NOTE: These two agencies were addressed by the BOCC on April 15 with the <br />intent to retain at current level with issues noted by HSAC included within their <br />new performance- agreement.) <br />The following justification is provided for the four (4) brand new (first time) <br />agencies that did receive a HSAC funding recommendation to the BOCC for <br />FY08-09. <br />Adolescent Pregnancy Prevention Coalition of North Carolina (APPCNC) <br />Requested: $500 <br />Recommended: $500 <br />APPCNC provides comprehensive, science-based services and curricula to <br />Orange County healthcare, school-based, youth-serving providers to help them <br />Appendix D - 3 <br />
