lack rudimentary knowledge of their equipment, capabilities and <br />limitations. <br />May 2008: 1 witnessed OCRS respond to a shortness of breath on <br />Orange Grove Road. I do not know if they self- dispatched. However, unit <br />left the station in an unsafe manner, crossing over the intersection causing <br />cars to stop short and the noted rate of speed was too fast for the road <br />width. The speed was estimated at 60 MPH, much too fast for a 25 -30 ton <br />vehicle on a curving, secondary roadway. <br />UNPROFESSIONAL BEHAVIOR <br />Just within the last eight weeks, I have met with Emergency Services Department <br />staff to discuss dozens of complaints lodged at the members and leadership of <br />the Orange County Rescue Squad. Most relate to problems associated with <br />Station 1 on Churton Street where Orange County Emergency Services has <br />rented space for several years. It is apparent to anyone who enters the building <br />that very little care has been given to the building and its upkeep. <br />During our tenure there, OCES members at station 1 have witnessed <br />unprofessional and bizarre activities and intolerable living conditions. The <br />following are accounts filed by Orange County EMS crewmembers who have <br />been stationed at Station 1. <br />• Orange County Emergency Services staff report OCRS members hanging <br />around in the building at 2:00 am while EMS members attempt to sleep. <br />• The facilities are dirty, in disrepair and have little security. <br />• There are on -going bug and insect problems. <br />• OCES staff does not feel safe at this location and have found members of <br />the community unattended inside of the building wandering through the <br />department's rented area. <br />• OCES staff have reported personal items missing and damaged after they <br />return from calls. <br />• OCES employees have reported Rescue Squad members looking at <br />inappropriate materials on the internet <br />• OCRS regularly crowd personal vehicles in the bay, displacing OCES <br />units causing them to remain outside in inclimate weather until late in the <br />night. <br />0 <br />
