Orange County Housing Authority Update <br />On March 18, 2008, the Board of County Commissioners (BOCC) approved the revised bylaws <br />for the Housing Authority. Efforts are currently underway to recruit boazd members. The <br />following language has been drafted for board member recruitment. Ideally, these members <br />could be appointed by the end of the 2008 calendar year. <br />Orange County is currently seeking applicants far the Orange County Housing.4uthority <br />(OCHA) Board. The goal of the Orange County Housing Authority is to provide decent, <br />safe, and sanitary housing for the low and moderate income families in the County. <br />OCHA currently manages approximately 61 S Section 8 Housing Choice Vouchers in the <br />County and provides leadership for other affordable housing initiatives in the County. <br />The Authority is governed by a seven (7) member Board of Commissioners, appointed by <br />the Orange County Board of County Commissioners for staggered terms for periods of <br />no more than five years each. At least one member of the Board shall be a Section 8 <br />voucher holder. Other board members may represent the following areas of interest: <br />real estate; development; a, f~ j`ordable housing; real estate and/or municipal law; and/or <br />banking. <br />If interested, please contact the Orange County Clerk to the Board of County <br />Commissioners at (919) 245-2125. <br />Also, it should be noted that at the time of appointment of members, the BOCC will be asked to <br />approve the following amendment in Article II, Section 4 of the Housing Authority Bylaws in an <br />effort to clarify board terms. <br />Section 4. Term. <br />Each cornmissianer s{iatl hold office for a term prescribed by Sousing <br />Authority Law of the State of Norlh Carolina. If the commissioner directly <br />assisted by the Authority ceases to receive such assistance during his or her term, <br />the commissioner's term shall be terminate and another person who is directly <br />assisted by the Authority shall be appointed by the Orange County Board of <br />County Commissioners. <br />The N.C. Housing Authority Law contains the following language regarding board terms, <br />although we are recommending the generic language above to prevent the need to revise the <br />OCHA Bylaws in the future. Please note that all references mean "city" mean "county" and the <br />references to the Mayor mean the Board of County Commissioners for a county housing <br />authority. <br />§ 157-5. Appointment, qualiflcatfons and tenure of commissioners. <br />(d) The mayor shall designate overlapping terms of not less than one nor more than five <br />years for the commissfoners first appointed. Thereafter, the term of office shall be flue years. A <br />commissioner shall hold office until his or her successor has been appointed and has qualified. Vacancies <br />shall be filled for the unexpired term. A majority of the commissioners shall constitute a quorum. The <br />mayor shall file with the city clerk a certificate of the appointment or reappointment of any commissioner <br />and such certificate shall be conclusive evidence of the due and proper appointment of such <br />commissioner. A commissioner shall receive no compensation for his or her services but he or she shall <br />be entitled to the necessary expenses including traveling expenses incurred in the discharge of his or-her <br />duties. <br />September 3, 2008 <br />
