is <br />MINUTES <br />Orange County Board of Commissioners <br />Joint Meeting <br />Of <br />Orange County/Chatham County/Pittsboro/Chapel Hill /Carrboro/OWASA/UNC <br />October 30, 2007 <br />6:00 p.m. <br />Southern Human Services Center <br />The Chair and Vice-Chair of the Orange County Board of Commissioners met for a Joint <br />Meeting with the Chair~ce-Chair from the Chatham County Board of Commissioners, Chapel <br />Hill, Carrboro and Pittsboro Mayor and Town Manager, Chairn~ce-Chair/Executive Director of <br />OWASA, and a UNC representative on Tuesday, October 30, 2007 at 6:00 p.m. at the Southem <br />Human Services Center in Chapel Hill. N.C. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Vice-Chair Barry Jacobs <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant Managers Gwen <br />Harvey and Willie Best and Clerk to the Board Donna S. Baker (All other staff members will be <br />identified appropriately below) <br />CHATHAM COUNTY COMMISSIONERS PRESENT: Chair Carl Thompson, Vice-Chair George <br />Lucier and Commissioner Tom Vanderbeck <br />CHATHAM COUNTY STAFF PRESENT: County Manager Charlie Home <br />TOWN OF PITTSBORO STAFF PRESENT: Town Manager Bill Terry <br />TOWN OF PITTSBORO REPRESENTATIVES ABSENT: Mayor Randy Voller, <br />TOWN OF CHAPEL HILL STAFF PRESENT: Town Manager Roger Stencil <br />TOWN OF CHAPEL HILL REPRESENTATIVES ABSENT: Mayor Kevin Foy <br />TOWN OF CARRBORO REPRESENTATIVES: Mayor Mark Chilton <br />TOWN OF CARRBORO STAFF ABSENT: Town Manager Steve Stewart <br />OWASA REPRESENTATIVES PRESENT: OWASA Board Vice-Chair Gordon Merklein and <br />Executive Director Ed Kervvin <br />UNC REPRESENTATIVES PRESENT: Carolyn Efland, Associate Vice Chancellor for Campus <br />Services <br />The meeting began at 6:23 p.m. <br />1. Dinner/Welcome and Introductions <br />Introductions were made. <br />Chair Carey said that at the last meeting they discussed the items below and this is a <br />follow-up meeting. After the previous planning meeting, there was sentiment that jurisdictions <br />would like to meet as full boards in the near future. He said that he would like to leave this <br />follow-up meeting with a direction of where to go from here. <br />Commissioner Jacobs said that some people thought that this meeting was under the <br />radar, but Chair Carey and Mayor Foy assured them at the Assembly of Governments meeting <br />that this was not the case. <br />2. Value Added Agricultural Products Processing Center Uadate and Discussion <br />Orange County Agricultural Economic Development Coordinator Noah Rannells said <br />that this study began back in 2005 when the Orange County Commissioners requested a citizen <br />board to examine the need for aValue-Added Agricultural Products Processing Center. This <br />spring, after talking with other jurisdictions about participating in this center along with private <br />
