Draft 3/31/08 Assembly of <br />Governments Meeting Minutes <br />This item was delayed from the <br />Board's June 24, 2008 and August 19, <br />2008 meetings due to time <br />constraints. <br />PURPOSE: To review potential processes, including proposed charge and composition, to <br />establish three new Chatham/Orange Task Forces and, following any revisions, authorize staff <br />to forward the task force proposals to the other jurisdictions for approval and respective <br />appointments. <br />BACKGROUND: During the last year, representatives from Orange County, Chapel Hill, and <br />Carrboro met on several occasions with colleagues from Chatham County to discuss shared <br />interests and concerns. The issues discussed generally fall into three categories: water <br />supply/watershed protection, transportation planning/public transportation, and joint planning. <br />Information from these discussions was shared at the March 31, 2008 Assembly of <br />Governments meeting. Based on that meeting, staff was asked to develop a proposed process <br />with a charge and composition for three task forces to address the topical areas identified <br />above. These task force processes are attached, and the Board is asked to review the charge <br />and composition for each, and provide any comments or revisions. The Board is also asked to <br />authorize staff to 1) examine the potential County staff resources needed to participate in these <br />efforts, and 2) forward the proposed task force summaries to the other jurisdictions for approval <br />and respective appointments. Following action by the other jurisdictions, the Board will be <br />asked to consider final approval of the three task force processes, as well as make Orange <br />County's appointments to the groups. It is suggested that, at the appropriate time, the BOCC <br />not appoint one Commissioner to serve on all three task forces, but rather select a different <br />Commissioner to serve on each of the three groups. <br />
