Subdivision Proposal <br />Thank you for the opportunity to review a Preliminary Plan for the Cabe Crossing <br />Subdivision (formerly Bramco Partners) proposal. The proposal would create 20 lots on 73 <br />acres located south of Cabe Ford Road and east of the Eno River (Eno Township). <br />ERCD staff comments on subdivisions are generally to a) address any concerns with respect <br />to potential impacts on important natural or cultural resources, and b) identify any areas <br />that might be desirable for possible dedication to the County for public recreation/open <br />space pursuant to Section IV-B-7-b of the Orange County Subdivision Ordinance. <br />My comments on this proposal are based on an examination of the Preliminary Plat (dated <br />3/31/08) and a review of ERCD's comprehensive resource database. <br />The Preliminary Plan would set aside 24.49 acres as Open Space (33%), which includes land <br />within three forested stream corridors that flow southwest into the Eno River. A portion of <br />the Open Space (Tract A) includes a historic cemetery, which would remain buffered from <br />the proposed development. The Open Space would help protect these sensitive areas and <br />some portion would be accessible to the majority of future homeowners. <br />Overall, the plan appears consistent with the County's desire to minimize <br />adverse environmental impacts with respect to the protection of floodplains, <br />wetlands, natural areas and wildlife habitat. <br />ERCD recommends that the proposed Open Space remain in private ownership <br />and be managed as undeveloped common land by the homeowners association. <br />On a final note, I see that the Preliminary Plan excludes a 15.41-acre parcel that had been <br />included in the earlier Conceptual Plan (2007). That parcel is located adjacent to the Eno <br />River and within the Eno River State Park Master Plan. It includes a segment of a 300'-wide <br />Wildlife Corridor recommended for protection in the Orange County Comprehensive Plan.
