1. General Data <br /> General data should include pertinent information <br /> related to both locational and economic factors. <br /> Locational Data - Data relative to general locations <br /> should include all pertinent locational factors having <br /> effect upon market values and trends within said general <br /> locations. Examples include such considerations as <br /> zoning regulations; availability of municipal utilities; <br /> proximity to major traffic patterns and areas of <br /> centralized business and market activity; general <br /> topographical features which are particularly <br /> attractive or adverse in the real estate market for a <br /> given area; and other locational factors recognized to <br /> be pertinent in developing assessed values for subject <br /> areas within the County. <br /> Of particular importance is the neighborhood, where an <br /> appraiser finds the physical, economic, social, and <br /> political influence that directly affect the value and <br /> potential of the subject property. Neighborhoods are <br /> smaller areas within the county which exhibit a high <br /> degree of homogeneity in residential amenities, land <br /> use, restrictions, economic and social trends, and <br /> housing characteristics such as structural quality, <br /> age and condition, as well as factors such as proximity <br /> to the towns, the universities business districts, <br /> shopping areas, interstates. etc. <br /> Neighborhood sales data must be sufficient enough to <br /> permit the adequate consideration of value influencing <br /> factors to determine the variations in selling prices <br /> and income yields attributable to benefits arising <br /> from the location of one specific property as <br /> compared to another. Sales data occurring within the <br /> subjects immediate neighborhood should carry the most <br /> weight and should be the primary value considerations <br /> when such data is available. <br /> Economic Data - Consideration of general economic data <br /> shall include: area growth strengths, levels of <br /> employment, population, education, and other factors <br /> which may affect the general economy of an area and the <br /> property values within that area, and all other <br /> available pertinent general economic data. <br />
