Oun ?4E X6.1 <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />October 7, 1968 <br />The Board of County Commissioners of Orange County met in regular session <br />at 10:00 o'clock A.M. on Monday, October 7, 1968, in the Commissioners room <br />of the Courthouse in Hillsborough, North Carolina. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners William C. <br />Ray, Carl M. Smith, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Minutes of the September meeting were read and approved. <br />A letter from interested citizens relative to the improvement of Highway <br />54 between Carrboro and Graham, North Carolina was brought to the attention of <br />the Board. The memorandum relative to this matter was filed with the clerk. <br />Upon motion of Commissioner Ward,.seconded by Commissioner Walker, it was <br />moved and unanimously adopted, that the orange County Board of Commissioners go <br />on record supporting the requested improvements of N. C. 54 between Graham and <br />Carrboro, North Carolina. <br />Commissioner Ray requested that the clerk make an inquiry as to the status <br />of secondary road #1302 and that this status report be forwarded to Leo <br />Hoover, Route #1, Mebane, North Carolina. <br />Norman Long, Zoning Officer, informed the Board that there would be a <br />meeting of the County Zoning Board on Thursday, October 10, 1968 and that <br />a public hearing should be scheduled for November 6, 1968. The Zoning Office <br />was authorized to duly publicize the public hearing. <br />The County Administrator reported on the meeting which he attended <br />relative to the reclassification of New Hope Creek. <br />The County Administrator advised the Board that the North Carolina National <br />Bank had requested the County to accept Bank of Americards for payment of taxes. <br />This service would be rendered at no cost to the county. <br />Unon motion of Commissioner Ward, seconded by Commissioner,Walker, it Wks moved <br />and unanimously adopted, that the County Accountant and the County Tax Collector <br />was authorized to implement the Bank Americard in receipt of payment of County <br />taxes with the understanding that there would be no charge levied against the <br />County for this service. <br />The County Administrator advised the Board that he was considering converting <br />the boiler used in the Courtho+.±se from coal to gas. The Board requested that <br />competitive bids be obtained for the installation of the new boiler from both the <br />oil and the gas firms. <br />. Chairman Bennett read a letter of resignation from Dr. Harold Roberts, <br />Chairman of the Orange County Board of Ad..ustments. Said resignation was to be <br />immediately effective. <br />Upon motion of Commissioner Ward, seconded by Com_,.issioner Raith, it was moved <br />and unanimously adopted, that Dr. Logan Irvin of Chapel Hill be appointed to fill <br />the unexpired term of Dr. Harold Roberts on the Orange County Board of Adjustments. <br />Upon motion of Commissioner-Walker, seconded by Commissioner Ray, it was <br />moved and unanimously adopted that Robert Strayhorn be reappointed to a three year <br />term on the Orange County Planning Board. <br />Upon motion of Commiasioner.Ward, seconded by Commissioner Walker, it was roved <br />and unanimously adopted that Norris Ray be appointed to a two year term Which twill <br />expire on April 18, 1970 and is the unexpired term of Walter Dunsmore on the <br />Carrboro Planning Board and that Harold Williams be appointed to a one year term <br />which will expire on April 18, 1969 and is the unexpired term of David Bell on <br />the Carrboro Planning Board. These appointments being immediately effective and <br />made upon recommendation of the Carrboro Planning Board. <br />Upon motion of Commissioner Smith, seconded by Commissioner Walker, it was <br />moved and unanimously adopted that John Albright of Route #1, Mebane, North Carolina <br />be appointed as a member of the Mebane Board of Adjustments with said term being <br />effective as of October 1, 1968. <br />Chairman Bennett called the attention of the Board to the newsletter from <br />the North Carolina Association of County Commissioners and a letter from the <br />Caldwell County Board of Commissioners relative to the recent contempt proceedings <br />of that Board. Discussion ensued concerning said matter.
