~' <br />ORANGE 0O0NTY <br />ENVIRONMENT AND RESOURCE CONSERVATION DEPARTMENT <br />MEMORANDUM <br />TO: Board of County Commissioners <br />Planning Board <br />FROM: Environment & Resource Conservation Advisory Boards and staff <br />DATE: August 12, 2008 <br />RE: Revisions to Natural and Cultural Systems Element of Comprehensive Plan <br />This memorandum is designed to accompany the attached table of revisions for the Natural and <br />Cultural Systems Element of the Comprehensive Plan, as discussed by the three lead advisory <br />boards for the Element (the Agricultural Preservation Board, Commission for the Environment <br />and the Historic Preservation Commission). The boards met jointly with Roger Waldon of <br />Clarion in March of 2008 to discuss an initial draft of the element. Based on this discussion, <br />staff and the advisory boards made several revisions to the Element. These revisions focused <br />on three main areas: 1) providing a more substantial and inclusive history of the county in the <br />Summary, 2) reorganizing the Cultural Resources chapter to place information on the National <br />Register in the beginning of the section on programs, and 3) other minor edits, corrections and <br />additions. <br />The draft Natural and Cultural Systems Element (NCSE) submitted to Clarion for the May 19tH <br />hearing reflected these changes, and for the most part the advisory boards have been satisfied <br />with the Element as reworked for the hearing. As often occurs, however, some of the revisions <br />appear to have been °lost in translation" during the exchange with the consultant, probably due <br />to confusion around the ~~track changes" tool used to document changes. <br />All three advisory boards considered the May 19tH draft NCSE at their May and June meetings. <br />The Commission for the Environment suggested minor changes and corrections as shown in the <br />following chart. The Agricultural Preservation Board and Historic Preservation Commission <br />reiterated their approval (by consensus) of the draft that they submitted in April, with a few <br />exceptions. Each board requested a modification to one of its objectives-one in the Agricultural <br />Chapter (as suggested at the Board of Commissioners worksession in June), and one in the <br />Cultural Resources Chapter. These are also shown in the attached table. <br />Finally, when comparing the April draft of the NCSE with the version presented for the May <br />public hearing, ERCD staff noticed a few discrepancies. A couple of maps were missing in the <br />Summary section and the Cultural Resources Chapter reorganization left some missing sections <br />and/or duplications. There were also a few areas where text was rewritten or phrases added. <br />In most cases these changes added to the overall work, but in a few instances the revisions <br />Recommended revisions to the May 19 2008 Natural & Cultura/Systems E/ement Page 1 of Z <br />
