a~ <br />" Chapter 9: Transportation Element <br />M'n c <br />1 <br />2 EFLAND-MEBANE SMALL AREA PLAN (2006). <br />3 A small area plan for the Efland-Mebane area of Orange County was developed and adopted in <br />4 2006. This plan outlines several key strategies for improving the multi-modal transportation <br />5 system in the area, including: <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />^ Further analysis and identification of transportation enhancements to improve <br />congestion and traffic problems along key roadways, particularly focusing on <br />Buckhorn Road; <br />^ Provision of bus service to the area and apark-and-ride lot; <br />^ Addition of bicycle lanes along major roadways; <br />^ Provision of sidewalks in new developments, retrofitting sidewalks in existing <br />developments, and the addition of other pedestrian facilities, like pedestrian <br />bridges, to link key locations; and <br />^ Development of a streetscape plan to identify locations for street trees, <br />sidewalks, and other street improvements. <br />17 ORANGE COUNTY MASTER AGING PLAN. <br />18 In 2007, Orange County adopted the Orange County Master Aging Plan: Building-Aging <br />19 Friendly Communities in Orange that sets goals and strategies for coordinating delivery of <br />20 community services to older adults who have different levels of functional capacity throughout <br />21 their life spans. The plan identifies five new demographic conditions affecting communities <br />22 across the nation: <br />23 An explosion in the numbers of older persons. <br />24 A dramatic increase in longer lives for older persons. <br />25 An uneven distribution of older persons within the County with different key <br />26 characteristics, particularly the uneven locational distribution of elderly <br />27 housing. <br />28 More residents living more of their advanced years in declining health and <br />29 limited function. <br />30 A large and growing number of older persons (retirees and non-retirees) who <br />31 are a major human resource. <br />32 <br />33 Four overarching goals provide the County with guidance in planning for our elderly <br />34 population. Goal C is relevant to the provision of transportation services for the elderly: <br />35 <br />36 Goal C: Transit/Mobility -Enhance mobility options for all older adults <br />37 regardless of functionality, through amulti-modal vision that is acceptable, <br />38 efficient, effective, and affordable. <br />39 <br />40 Several of the transportation objectives listed in this chapter were derived from the objectives <br />41 of the Master Aging Plan.
