a~ <br />Chapter 9: Transportation Element <br />*•., <br />2 RECOMMENDATIONS OF THE JOINT ORANGE COUNTY-HILLSBOROUGH ECONOMIC <br />3 DEVELOPMENT DISTRICT TRANSPORTATION WORKING GROUP (20011 <br />4 An outgrowth of the Orange County Economic Development District workgroup, the Economic <br />5 Development District Transportation Committee, met in 2001 to discuss concerns about the <br />6 existing transportation system, particularly in the Economic Development Districts in and <br />7 around Hillsborough. The committee was comprised of a broad array of interests, including <br />8 elected officials, planning board members, representatives from the Commission for the <br />9 Environment, the Chamber of Commerce, the Alliance for Historic Hillsborough, the Economic <br />10 Development Commission, the Eno River Association, a local developer, a design professional, <br />11 property owners, and County staff. <br />12 <br />13 Discussions focused on the potential for the Elizabeth Brady Road extension (or a viable <br />14 alternative), setting priorities for the 2001 Transportation Improvement Program, and <br />15 addressing the insufficiencies of the existing transportation system and its ability to service <br />16 future development in the Economic Development Districts. The group identified a set of <br />17 shared interests, objectives that new transportation projects should achieve, criteria for <br />18 evaluating development of new roadways, and specific roadway improvements. The <br />19 committee recommended to the Orange County Board of Commissioners and the Hillsborough <br />20 Town Board of Commissioners that suggestions regarding the evaluation of the Elizabeth <br />21 Brady Road extension be provided to NC-Department of Transportation, that a list of <br />22 transportation improvements be selected for the next round of the Transportation <br />23 Improvement Program, and that three particular policies be implemented locally: <br />24 <br />25 Encourage the County to provide park and ride for employees; <br />26 Consider a policy about road widening similar to Carrboro's (no road widening <br />2'7 greater than three lanes in town); and <br />28 Set up a standing joint town/county committee to address transportation <br />29 issues. <br />30 <br />31 ACCESS MANAGEMENT AWARENESS PROTECT AND REPORT FOR ORANGE GROVE ROAD (20031 <br />32 In March 2002, the Board of County Commissioners and the Town of Hillsborough established <br />33 the Orange Grove Road Transportation Task Force as part of its continuing cooperative <br />34 planning effort. Existing and proposed development activity, as well as existing public <br />35 facilities, such as schools in this corridor, prompted a review of transportation issues and a <br />36 discussion regarding the range of transportation planning initiatives that could lead to a multi- <br />37 modal system along the portions of the Orange Grove Road corridor included in the study. <br />38 The task force determined that access management (i.e., transportation improvements that <br />39 manage access to developments while seeking to preserve the flow of traffic on a roadway) <br />40 was the key to addressing these issues. The report includes analysis of the area, a survey of <br />41 access management best practices, an analysis of the regulatory framework, and a list of <br />42 possible tools that could be used to %mplement the <br />43 i"ecommendat%O/1s. f The report also includes specific transportation goals, objectives, <br />44 and policies for joint transportation planning <br />45 6~a~oe-f~ea~.
