Summaries of these plans. and reports are provided here. <br />5 <br />6 ORANGE COUNTY, NORTH CAROLINA BICYCLE TRANSPORTATION PLAN (F 999) <br />7 In 1999, Orange County adopted a Bicycle Plan that included recommendations for all of <br />8 Orange County outside of the municipal extra-territorial planning jurisdictions and the <br />9 transition areas of the Joint Planning Land Use Plan. The purpose of the plan was to identify <br />10 key bicycle and pedestrian connections between subdivisions and other developments. A <br />11 Task Force was appointed and met over a 6-month period to develop the plan. The plan <br />12 identifies priority and secondary bicycle routes, and sets out goals and objectives for <br />13 improving bicycle and pedestrian facilities in the County. It goes on to outline two general <br />14 strategies for improving bicycle facilities and programs: <br />15 Bicycle facility improvements on roads; and <br />16 Programs to increase cyclist safety and efficient transportation cycling. <br />17 <br />18 Detailed implementation strategies are identified for these two general strategies. A timeline <br />19 and cost estimates were prepared for the development of paved shoulders on identified <br />20 primary priority bicycle transportation routes. The plan was formally adopted by the Board of <br />21 County Commissioners in 1999. <br />22 <br />23 ALTERNATIVE FUEL VEHICLE OPTIONS REPORT (200D) <br />24 Acknowledging that protection of the air quality in Orange County is essential for the well. <br />25 being of the County's residents, the Board of County Commissioners passed three air quality <br />26 resolutions in 1999. These resolutions directed County employees to begin an Ozone Air <br />27 Quality Action Plan, to investigate low emission and fuel-efficient vehicles, and to examine the <br />28 purchase of alternative fuel vehicles (AFVs) as an option for County fleet emissions reduction. <br />29 An Alternative Fuel and Low Emission Vehicles work group was established to lead the <br />30 investigation of these latter issues and to propose an action plan which includes the potential <br />31 purchase of a number of alternative fuel vehicles. The report sets out short-term, <br />32 intermediate term, and long-term goals: <br />33 <br />34 Short-Term Goal: Research the advantages and disadvantages of the various <br />35 alternative fuel vehicle options, and use that information to apply for state <br />36 grants to cover the costs associated with purchasing multiple vehicles in 2001; <br />37 Intermediate-Term Goal: Explore the possibility of acquiring an alternative fuel <br />38 bus, continue replacing gasoline vehicles with alternative fuel vehicles, as <br />39 appropriate, develop the educational component of the County's alternative <br />40 fuel vehicle program, and coordinate with other jurisdictions through the newly <br />41 formed Triangle J Clean Cities Program; and <br />42 Long-Term Goal: Minimize emissions from the County's vehicle fleet and <br />43 maximize the fleet's fuel efficiency. <br />44 <br />45 The report provides research on the pros and cons of alternative fuel vehicles and sets out <br />46 specific strategies for meeting each of the three goals. <br />~~~aiCD~u•vtty Co~-v~w~e~+~hiwe~Plas~.
