2 <br />During October 2007-April 2008, a Planning Consultant, County staff and the following County <br />advisory boards have worked together to develop the draft Comprehensive Plan: Affordable <br />Housing Advisory Board, Agricultural Preservation Board, Commission for the Environment, <br />Economic Development Commission, Historic Preservation Commission, Orange Unified <br />Transportation Board, Planning Board, and Recreation and Parks Advisory Council. Input has <br />been provided by additional County advisory boards as well as the public. <br />The public hearing tonight will be the third that has been held during the Comprehensive Plan <br />update process. The last public hearing was held on May 19, 2008 to introduce and receive <br />public comments on the draft Comprehensive Plan in its entirety. The Board of County <br />Commissioners scheduled this additional public hearing tonight to provide more time for the <br />public to review the document and prepare comments. <br />General Contents <br />The Draft Comprehensive Plan includes the following Elements: <br />• County Profile (Data) <br />• Economic Development <br />• Housing <br />• Land Use <br />• Natural and Cultural Systems <br />• Parks and Recreation <br />• Services (Utilities) and Community <br />Facilities <br />• Transportation <br />Recommendations are also provided in the draft Comprehensive Plan that addresses the <br />administration, implementation, and monitoring of the Plan that will need to take place following <br />its adoption. <br />There are no major changes to existing/current policy directions incorporated into the draft Plan. <br />Furthermore, the draft plan does not include specific implementation recommendations; work <br />on those will start once this Plan with its framework of goals, objectives, and linkages is <br />adopted. This Plan update effort is designed to establish a common data base, to pull together <br />existing ideas and information that heretofore have been scattered among a series of topic- <br />specific plans and documents, and to set the stage for subsequent community discussions <br />about implementation strategies. <br />Public Input and Access to Materials <br />In addition to numerous citizen comprised County advisory board meetings, during Phase II of <br />the update process, the County conducted public input meetings on January 28tH, April 3~d, April <br />Stn and April 23~d.
