(See Map 9-1.) Triangle J Council of <br />26 Govet-nments is the administrator and lead planning agency for the <br />27 TARPO, and coordinates transportation plans and programs and <br />28 land use policies and programs in the four-county planning area. <br />29 The general purpose and responsibilities of the Rural Planning <br />3o Organization are to: <br />31 <br />32 1. Develop long-range local and regional multi-modal <br />33 transportation plans in cooperation with the area Metropolitan <br />34 Planning Organizations (MPOs) and the NCDOT. <br />35 <br />36 2. Provide a forum for public participation in the rural <br />37 transportation planning process. <br />38 <br />39 3.
