Create and include in a new Revised 2030 Comprehensive Plan, mechanisms for property <br />owner appeals, compensation and other recourse for elements included in the plan. <br />4. Provide every voter in Orange County a written copy of the plan upon request, and <br />automatically provide written copies to all potentially affected property owners. <br />5.
