~~
August 11, 2008
To: Orange County Planning Board
Attn: Tom Altieri, Comprehensive Planning Supervisor
Orange County Planning and Inspections Department
306-F Revere Rd., PO Box 8181
Hillsborough, NC 27278
From: Ken Terlep
4601 Eno Cemetery Road
Cedar Grove, NC 27231
Subject: Comprehensive Plan Update: Request that Information Pertaining to
Lake Orange is documented in Table 6-5
Dear Mr. Altieri:
I am writing to request changes to Table 6-5 in the Comprehensive Plan scheduled to go to
Public Hearing on 8/25/08. Specifically, I ask that the following_information be added to the
table:
• The 20 Year Safe Yield for Lake Orange should be shown as 1.0 MGD
• The storage amount (useable for Lake Orange is 409 MG
Additionally, the footnote 59 should be removed as it }s not accurate. Lake Orange is currently a
source of raw water for multiple users and not just the Town of Hillsborough. Lake Orange must
be recognized as an important and independent source of raw water for multiple users in the
county and its capability /limitations documented. It is understood that the Town of
Hillsborough is the greatest user of water from Lake Orange but allocations are currently in place
for significant withdrawals by Orange-Alamance Water System as well as by Piedmont
Minerals. The current O-A withdrawals are smaller than its allocation and the Piedmont Mineral
withdrawals are very much less than its allocation.
Basis for Request:
I have spent considerable time over the last few weeks investigating the WFER design and
analysis including the accepted 20 Year Net Safe Yield of 1.8 million gallons per day. I used
the same methodology and common or extrapolated assumptions to calculate the 20 Year Net
Safe Yield for Lake Orange which is assessed to be 1.0 Million gallons per day. I have presented
the methodology, assumptions and results to Mr. Paul Thames and Mr. Kevin Lindley of Orange
