~s3
Chapter 8: Services and Facilities Element
p. 8-14, Section 8.4.2 (Erosion Control and stormwater Management)
In the last paragraph the text conflates requirements of Neuse Rules vs requirements of Orange County.
These are different sets of requirements. Orange County implements Neuse Buffer and Stormwater Rules
in all areas of County in the Neuse River Basin. Orange County implements additional controls in water
supply watersheds by virtue of local ordinances. (The Cane Creek and University Lake watersheds are
not even in the Neuse Basin.) This paragraph needs significant revision in order to be factually correct
and clear to the reader.
p.8-17: Objective EC-4
"Use low-impact stormwater design principles when developing new or retrofitting existing
drainage systems that do not functionally approximate the natural drainage pattern."
What does it mean to "functionally approximate the natural drainage pattern"? There are a large number
of functions provided by natural drainage patterns. Moreover, the use oflow-impact stormwater design
principles should be implemented everywhere, regardless of whether the new or retrofitted development
attempts to replicate or even preserve the natural drainage pattern -LID can be applied in all cases, at
least partially. Lastly, since this objective relates to land use and sustainability, it should be cross-
referenced in Chapter 1's section on Sustainability linkages and in Element 5: Land Use. Ditto for
Objective EC-10.
Chapter 9 Transportation Element
p.9-21, Section 9.6, Objective T-1.1
"Coordinate land use planning and transportation planning to facilitate the increased occupancy
of automobiles, the expanded use of public transit, walking, and biking as primary modes of
travel, and the overall development and use of a more energy-efficient transportation system."
Let this objective speak more directly about the importance of land use that supports "...the expanded use
of public transit, walking, and biking as primary modes of travel," and promote the specific minimum
residential densities that are necessary to support walkable, transit-oriented land use.
Appendix A. County Profile (Data) Element
p. A 1, Second to last line Section A. Purpose
"subsequent" 7 elements should now be referred to as "previous" 7 elements.
p.B 1-1 (Orange County Location)
List counties included in Triangle area and justify/explain definition of Triangle as these counties and
municipalities. Is this definition applicable throughout ALL of the subsequent statistics and comparisons
cited?
p. B 1-2, Second paragraph, ORANGE COUNTY DESCRIPTION
Hillsborough also has a rural buffer, although only Carrboro and Chapel Hill are mentioned as having
one.
p.B3-3, Table 63a (Orange County Family Household Size by Township, 2000)
In addition to showing data on housing aggregated for the County as a whole, show data on housing for
unincorporated areas separately.
p. B2-7, Table B2i, Municipal Population Density and Percents: Comparisons, 2005
The Village Project • PO Box 685 • Carrboro NC 2751©• 919-942-6114 • wwwthevillageproject.com 11
