1 ~ ~~
How do these location factors influence "long-term sustainability of the housing stock"?
p.4-2 thru 4-4 (Recent Housing Studies)
Clarify for each study whether it included municipalities or was just of unincorporated Orange.
p.4-6, line 24
"In 2000, the majority of homes..."
"Homes" connotes single-family dwelling units. Would either of the terms "dwelling units" or "housing
units" be more appropriate?
p.4-10, Figure 4-5
Can figures for unincorporated Orange County also be presented?
p.4-1 D, Figure 4-6
Clarify that figures are for County as whole, including municipalities
p.4- l2, -ines 39-42
"Appropriate areas for future development to provide new housing that are proximate to schools,
employment centers, and needed commercial and social services, will need to be identified;..."
This is an interesting statement considering the fact that most of the services mentioned are located in OC
municipalities, some of which are surrounded by an urban growth boundary. It would be better if the
County were planning for all of these things in conjunction with one another, rather than sequentially or
in a reactionary fashion, as this language implies (i.e., wherever the services happen to be, that's where
we'll put the housing). It's on the right track, but this doesn't yet sound like a coordinated, integrated
approach to ensuring that growth is smart and well managed.
p.4- l 3, lines 24-25
Edit the bullet as shown:
"Land use planning efforts need to provide opportunities and incentives for the joint location of
housing and employment centers"
p.4-14, Objective H-1.5
Edit the bullet as shown:
"Ensure that a variety of housing types can be developed throughout the County in a
sustainable manner that locates housing near and within employment centers and commercial
centers..."
p.4-15, Objective H-3.6
"Work within the Orange County government system to identify and resolve existing policies
which may be at odds with historic preservation goals,..."
Recast:
"Work within the Orange County government system to identify and resolve existing policies
which may be at odds with goals related to preservation of historic structures and community
character, .. .
5: Land Use Element
p.5-1 (Orange Covnty Board of Commissioners Planning Principles)
Principle #5, "Preservation of Rural Land Use Pattern" should not be applied to 100% of the county,
particularly those areas that no longer have a true historic rural land use pattern.
The Village Project • PO Box fi85 • Carrbaro NC 27510 • 919-942-61 I4 • wwwthevillageproject.com
