<br />" Chapter 9: Transportation Element <br />*., <br />1 Transportation Planning in Orange County is guided by federal <br />2 legislation that requires states to carry out a continuing, cooperative, <br />3 and comprehensive statewide multimoda! transportation planning <br />4 process that facilitates the safe and efficient management, operation, <br />5 and development of surface transportation systems that will serve the <br />6 mobility needs of people and freight (including accessible pedestrian <br />~ walkways and bicycle transportation facilities) and that fosters <br />s economic growth and development within and between States and <br />9 urbanized areas, while minimizing transportation-related fuel <br />to consumption and air pollution in all areas of the State, including <br />11 those areas subject to the metropolitan transportation planning <br />12 requirements. The "three-C"process (continuing, cooperative, <br />13 comprehensive) includes the development of a long range statewide <br />14 transportation plan and statewide transportation improvement <br />15 program (ST1P). The State Long Range Transportation Plan and <br />16 Transportation -mprovement Program is developed in cooperation <br />17 with the Metropolitan Planning Organization designated by federal <br />1 s legislation for the metropolitan area. The State consults with the local <br />19 officials of the affected nonmetropolitan area to develop the <br />20 transportation plan and TIP for nonmetropolitan areas. <br />21 <br />22 The Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning <br />23 Organization (MPO) is the regional organization responsible for <br />24 transportation planning in the wesfern part of the Research Triangle <br />2s area, including the eastern, and more urban, portions of Orange <br />26 County. The DCHC MPO Transportation Advisory Committee, the <br />27 policy and decision making body of the organization, is made up of <br />28 elected officials from the local jurisdictions in the Metropolitan Area <br />29 Boundary, the North Carolina Department of Transportation member <br />3o representing the area. The Triangle Area Rural Planning Organization <br />31 (TARPO) coordinates the transportation planning in the rural areas <br />32 outside the Metropolitan Area Boundary of Orange County and <br />33 Chatham County and for all of Lee and Moore Counties. The TARPO <br />34 Rural Transportation Advisory Committee (RTAC) is made up of <br />35 elected officials of the member jurisdictions and the Division 8 North <br />36 Carolina Board of Transportation member. These are the two <br />37 organizations through which Orange County coordinates its plans for <br />3s local transportation projects for implementation through regional <br />4r~axu~iCQUV-~y Com~r~u;v~%v~~tcfn.
