This version <br />of the Plan will focus on pulling together the County's goals and objectives in a variety of <br />substantive areas (Economic Development, Housing, Land Use, Natural and Cultural Systems, <br />Parks and Recreation, Services and Community Facilities, and Transportation). By setting <br />goals and objectives, County officials can use the document to guide future policy decisions. <br />The adopted Plan will also serve as the statutory basis for many of Orange County's land use <br />regulations as well as the application of zoning districts. <br />Process <br />On October 3, 2006, the Board of County Commissioners (BOCC) approved a process for <br />updating the County's Comprehensive Plan in two phases as follows: <br />Phase I, to include the development of Comprehensive Plan goals and County Profile <br />Element; and <br />Phase II, to include the remaining seven (7) Elements of the updated Comprehensive Plan. <br />Phase I was completed by the County in September 2007 and Phase II was initiated <br />immediately thereafter. <br />
