Tryon St., Hillsborough, NC 27278 (919) 245-2660 <br />MEMORANDUM <br />To: Robert Davis, Current Planning Supervisor <br />From: Recreation and Parks Advisory Council <br />Re: Efland Commons Subdivision <br />Date: July 17, 2008 <br />Thank you for the opportunity to review the preliminary drawings for two proposed plans in this <br />subdivision. The "Conventional Plan" and the "Flexible Development Plan" each provide <br />interesting possibilities. <br />At it's June 24th meeting the Recreation and Parks Advisory Council (RPAC) authorized a <br />subcommittee to review this application and respond in time to meet the July Planning deadline. <br />RPAC does not meet again until August 26. <br />The subcommittee met on site to review the application and walk the property. It was noted that <br />both plans include adequate buffer areas to protect the stream that runs through the northwest <br />corner of the property. It was noted that this stream joins McGowan Creek further to the northeast. <br />Many large hardwood trees were scattered throughout the property and it would be the desire of <br />RPAC to avoid and protect as many of these as possible when clearing and during construction. <br />Preservation of these trees will provide added value to the environment and to the property. <br />The subcommittee noted that both plans include a 30' open space corridor, which would serve to <br />connect the community to the open space to the west of the property. This property, in turn <br />connects to Efland Cheeks Park and Efland Cheeks Elementary School. RPAC is highly <br />supportive of the notion of walkability between communities and parks. The committee <br />appreciates the commitment of the developer in making this connection possible. A natural <br />surface trail with an appropriate stream crossing would facilitate access and would be desirable. <br />Finally, RPAC recommends payment in lieu of publicly dedicated open space for either the 45 or <br />for the 271ot plan. <br />cc: Lori Taft <br />
