The proposed subdivision is <br />located in a transition area identified on the Comprehensive Land Use Plan Map and <br />requires a Class A Special Use Permit. The Class A Special Use Permit for a Major <br />Subdivision that is located in a transition area requires apedestrian/bicycle plan "as part of <br />the public roads, using where appropriate, alternative North Carolina Department of <br />Transportation design guidelines that include pedestrian/bike lanes as part of the public <br />road system." <br />Comments regarding the proposed Efland Commons subdivision follow. <br />The developer should have apedestrian/bicycle plan that indicates how appropriate <br />facilities will be incorporated into the development. The proposed development does not <br />meet requirements to use the NCDOT Traditional Neighborhood guidelines for public <br />streets. NCDOT bicycle guidelines require four feet for a bicycle lane, or a wide outside <br />lane of 14'. Proposed streets are 20' wide. Whereas in a small development, bicycles <br />can usually safely share the road with motorized traffic and there is general desire in the <br />County for less paved surfaces, bicycles can share the road with motorized traffic within the <br />subdivision on the proposed cul-de-sacs, Green Gardens Road and Royal Fern Drive. <br />Tinnen Road is the main road through this area and should have a minimum 24' paved <br />surface. That would provide a little extra lane width for bicycles, and would allow potential <br />widening to full 4' bicycle lanes through future NCDOT Resurfacing Programs, as the <br />proposed subdivision will not cause an immediate need for bicycle lanes on that section of <br />Tinnin Road in the near future and there are no provisions for bicycle lanes on the rest of <br />Tinnen Road.' <br />Sidewalks should be provided along both sides of Tinnin Road, along Public School House <br />Road, and along at least one side of the proposed Royal Fern Drive and Green Gardens <br />
