Davis, Planner III <br />Re: Environmental Assessment for Efland Commons Subdivision <br />~.~ <br />The Orange County Environmental Impact Ordinance requires that the Planning Staff <br />prepare a summary of the comments received from the various State Clearinghouse agencies on <br />the submitted Environmental Assessment (EA). The State Clearinghouse has requested to <br />extend the review period due to staffing issues at some of the agencies. These comments were <br />returned on August 6`". There are no issues that were raised in the State agency reviews that <br />have not already been captured by local representatives. Should any additional <br />recommendations from State agencies arrive subsequent to the public hearing comments will be <br />incorporated into the Special Use Permit conditions, if necessary, at the Planning Board <br />recommendation stage of the Public Hearing and Decision process. <br />Orange County representatives who normally provide comments on the EA have made their <br />comments and they have been incorporated into the staff report. These include the ERCD and <br />Erosion Control departments. <br />To date staff has not encountered any information that would indicate environmentally sensitive <br />areas are being compromised or placed at risk. The Biological Report performed by The Catena <br />Group (Hillsborough, NC) did not identify any endangered species or any flora or fauna of <br />unique characteristics. The environmentally sensitive area (stream at the western line) that <br />potentially could be impacted by development has been left undisturbed and will be further <br />protected by a stream buffer. <br />When all comments are back from the State staff will make a complete the report on the <br />Environmental Assessment. <br />
