~~ <br />ARTICLE 7 SPECIFIC STANDARDS FOR EVALUATION/PLANNED DEVELOPMENTS (Continued) <br />("Yes" indicates complianceā¢ "No" indicates non-compliance) <br />If appropriate to the form of <br />planned development, lands to <br />be included in PD districts may <br />be divided by streets, alleys, <br />rights-of-way or easements, <br />but shall be so located, <br />dimensioned and arranged as <br />to permit unified planning and <br />development and to meet all <br />requirements in connection <br />therewith as well as to provide <br />necessary protection against <br />adverse relationships between <br />uses in the district and uses in <br />surrounding areas. <br />7.14.1 PD-H Districts: Where <br />Permitted; Intent Concerning <br />Timing <br />PD-H Districts may hereafter <br />be established in accordance <br />with the general procedures <br />and requirements set forth in <br />Sections 7.4 - 7.9 previously <br />mentioned, and with <br />intensities and in location in <br />accordance with the <br />Comprehensive Plan and the <br />Zoning Atlas. Application <br />criteria shall be as set forth in <br />Article 4 for the various <br />districts. <br />With respect to timing of <br />development of particular PD- <br />H districts, it is intended that, <br />in addition to other policies <br />and limitations set forth in this <br />ordinance, consideration shall <br />be given to general housing <br />needs in Orange County as a <br />whole, the sector in which <br />development is proposed, and <br />the need for particular types <br />of housing. In such <br />consideration due weight shall <br />be given to availability of <br />existing housing supply of <br />types for which there is <br />evident need in view of the <br />age, structure and economic <br />structure of the population, <br />and the amount and types of <br />potential housing under <br />building permits issued and <br />approved plans for <br />development. <br />PLANNING STAFF <br />RECOMMENDED EVIDENCE SUBMITTED <br />FINDINGS TO SUPPORT FINDINGS <br /> Internal streets will serve the <br />No <br />X Yes majority of the lots. 37 of <br />_ the 45 lots (82%) will have <br /> direct access to open space. <br />Inspections records indicate <br />that 198 permits were issued <br />in the joint Hillsborough / <br />Orange County jurisdiction <br />for homes 1,500 square feet <br />and less from February 4, <br />2002 until August 6, 2008. <br />This represented 8.5% of all <br />homes in the two <br />jurisdictions. For Orange <br />County's jurisdiction only <br />135 homes of 1,500 square <br />feet or less were built in the <br />same period or 6.7% of all <br />homes.
