All setbacks for the lots adjoining School House Road shall be a minimum <br />of 30 feet from the public right-of-way of School House Road. <br />11. A 20-foot open space strip conveyed into the HOA shall be provided on <br />the rear of lots 5, 6, and 7. A reconfiguration of the lots to a minimum of <br />5,000 square feet will be necessary. No surface stormwater shall be <br />directed across the lots. <br />I. Certifications <br />All Certificates and Endorsements as set forth Section V-D-6 of the <br />Orange County Subdivision Regulations signed by the landowner, <br />developer and appropriate staff persons shall be on the face of the plat <br />and included in a document describing development restrictions to be <br />recorded concurrently with the Final Plat. <br />2. Certificate of Improvements as set forth in Section V-D-7 of the Orange <br />County Subdivision Regulations signed by the County Manager shall be <br />on the face of the Final Plat. <br />3. The North Carolina Department of Transportation shall certify that the <br />platted portions of Green Gardens Road, Royal Fern Drive, Sparkleberry <br />Circle, Misty Flower Drive and the extension of Tinnin Road have been <br />entirely constructed to State standards or that construction plans have <br />been approved with a letter of credit or cash bond security posted prior to <br />Planning Department signatures on final plat. <br />NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners <br />that the Planned Development & Special Use Permit, Class A and Preliminary Plan for <br />Efland Commons subdivision be Approved in accordance with the conditions referenced <br />herein and the attached Preliminary Plans (Drawings 1, 2, 3, 4, and 5) dated May 22, <br />2008 prepared by John W.
