1~ <br />To Public Hearing <br />easements, centered on the water lines shall be recorded in Orange <br />Alamance Water System, Inc.'s favor for all lines outside of the NCDOT right- <br />of-way. <br />7. Eight-inch (8") water lines shall be installed within the subdivision per OAWS <br />specifications. Fire hydrants, per Fire Marshall requirements shall be <br />installed and approved prior to Planning signatures on the final plat or prior to <br />any certificate of occupancy if the security option is chosen. OAWS shall test <br />fire hydrants and provide flow test certifications to the Fire Marshal for review <br />and approval by the Fire Marshal and Efland Fire Department. All water lines <br />shall be looped for fire protection purposes. No dead end lines will be <br />approved. <br />8. The existing six-inch (6") water line in Richmond Hills at the .end of Alice Miller <br />Court shall be connected into the eight-inch (8") water lines within Efland <br />Commons at the time of construction of Phase III. A signed encroachment <br />agreement with NCDOT shall be obtained prior to any construction activity <br />within the NCDOT right-of-way. The water line shall extend between Lots 29 <br />and 30 of Efland Commons in an area designated as open space. <br />9. The 8" water line within Tinnin Road shall be looped into the 8" water line in <br />Ashwick subdivision, specifically at the end of Benwich Lane. A twenty-foot <br />(20') permanent easement to Orange Alamance Water System, Inc. is <br />required from all property owners consenting to the water line installation <br />across their properties. Additionally, an approved encroachment agreement <br />with NCDOT for any construction within Benwich Lane right-of-way shall be <br />obtained prior to any clearing or construction within the right-of-way. <br />10. Assessment fees of $500 per recorded lot shall be paid to Orange Alamance <br />Water System, Inc. prior to the recordation of the final plat. Connection fees <br />of $150 per lot shall be paid at the time of application for building permits. <br />C. Roads and Access <br />1. Green Gardens Road, Royal Fern Drive, Sparkleberry Circle, Misty Flower <br />Drive shall be constructed to standards of the North Carolina Department of <br />Transportation, within a 50-foot right-of-way with 5-foot utility easements on <br />each side. Tinnin Road extension shall be within a 60-foot right-of-way. The <br />construction shall be inspected and approved by NCDOT. <br />OR <br />A letter of credit or escrow agreement shall be submitted and approved by the <br />County Attorney to secure construction of Green Gardens Road, Royal Fern <br />Drive, Sparkleberry Circle, Misty Flower Drive and the extension of Tinnin <br />Road to the standards of the North Carolina Department of Transportation. <br />An estimate of the construction cost must be prepared by a certified/licensed <br />engineer or grading contractor and submitted to the Planning and Inspections <br />Department. The financial guarantee must reflect 110% of that estimate and <br />be issued by an accredited financial institution licensed to do business in <br />North Carolina. <br />
