MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />September 3, 1968. <br />The Board of County Commissioners of Orange County met in regular session at <br />10:00 o clock A.M. on Tuesday, September 3, 1968 in the Commissioners room of the <br />Courthouse in Hillaborough, North Carolina. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, <br />Carl M. Smith, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Minutes of the August meeting were read and approved. <br />Chairman Bennett read reports from the Veterans Service Officer and the <br />Recorder's Court. <br />Chairman Bennett read a notice from John Morrissey, Executive Director of. <br />the Commissioners Association, in which he requested that the Orange County Board <br />of Commissioners adopt of resolution in recogniticn of service for William E. <br />y Secretary <br />years service. ee of the Local Government Commission who is retiring after forty <br />Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was moved <br />and unanimously adopted that the County Administrator have the County Attorney <br />draw a resolution of appreciation for Mr. Easterling. <br />Chairman Bennett read a letter from Emmett Pendergraph. Said letter requested <br />that the Board of Commissioners advise him as to the status of road designated as <br />SR 1937. The clerk was instructed to mail a copy of Mr. Pendergraph's letter to <br />Mr. P. L. Welch, Division Engineer, requesting that the highway commission answer <br />Mr. Pendergraphis inquiry. <br />It was agreed by the Board that road designated as SR 1945 should be considered <br />for <br />clerpkavinginas it would to serve inform as the connecting State Hihway link Combetween mission R of 9theaBo dla9opinione <br />in this matter. <br />Chairman Bennett read a letter from George Stockbridge, Executive Secretary <br />for the Health Planning Council for Central North Carolina. Mr. Stockbridge advised <br />the Board that it was the recommendation of the Health Planning Council that Henry <br />Lewis be appointed to serve as an Orange County representative during the leave of <br />absence of Dr. Fred Weaver. <br />Upon motion of Commissioner Smith, seconded by commissioner Ward, it was moved <br />and unanimously adopted that Henry Lewis be appointed to serve during the leave <br />of absence of Dr. Fred Weaver as a representative on the Health Planning Council <br />for Central North Carolina. <br />The County Administrator read a letter from The Town of Mebane which stated <br />that the Town of Mebane is exercising its right to plan and zone the area one mile <br />outside its city limits. To do this a part of the membership of the Planning Board <br />must be residents of the area effected and these members must be appointed by the <br />Orange County Board of Commissioners. <br />Upon motion of Commissioner Ray, it was moved and unanimously adopted, that Mrs. <br />Carolyn Bean, Winder Long and Willard Oakley be appointed for a three year term on <br />the Mebane Planning Board and that Bill York be appointed for.a three year term on <br />the Mebane Board of Adjustments. All terms to become effective at the date when <br />the Town of Mebane decides to exercise its right to zone the area one mile outside <br />its city limits. <br />"In Re: THE DURHAM-ORANGE COUNTY BOUNDARY LINE <br />Mr. Sam M- Gattis, County Manager, presented the Report of the Commissioners, <br />heretofore appointed by the Board of Commissioners of Orange County and the Board of <br />Commissioners of Durham County, for the purpose of establishing theBoundary Line <br />between Durham and Orange County, stating that the Commissioners have by unanimously <br />determined the said Boundary Line between the said Counties subject to the approval <br />of the respective Boards of County Commissioners of said Counties as by law provided. <br />The following resolution was presented: <br />RESOLUTION RATIFYING AND APPROVING the Report of the DURHAM-ORANGE <br />COUNTY COMMISSION TO ESTABLISH the DURHAM-CRANGE COUNTY LINE. <br />WHEREAS, a controversy had arisen over the location of the <br />Boundary line between Durham and Orange County, and
