Dxc z33 <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />August 5, 1968 <br />The Board of County Commissioners of Orange County met in regular session at <br />10:00 o'clock A.M. on Monday, August 5, 1968, in the Conference Room of the <br />Agricultural Building in Hillsborough, North Carolina. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, <br />Carl M. Smith, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Minutes of the July meetings were read and approved. <br />A. H. Graham, County Attorney, presented the Durham-Orange County boundary <br />line and boundary line description which he had received from the Durham County <br />Board of Commissioners. Mr. Graham stated that the Durham County Commissioners <br />had requested that said report and description be accepted and signed by the <br />Orange County Board of Commissioners during this meeting. Discussion ensued <br />concerning the presented material and it was agreed that Commissioner Ward and <br />Commissioner Smith, Orange County's representatives on the boundary line <br />committee, should inspect the stakes and review and confirm the proposed boundary <br />line between the counties with Jerry Strickland, Orange County's engineer, and <br />report the findings back to the Board of Commissioners. <br />Calvin Burch of Carrboro introduced Bill Britt, Carrboro's new City <br />Manager to the Board of Commissioners. <br />Mrs. Quentin Patterson, Chairman of the Recreation Committee, reported that <br />the Recreation program had been a rather successful project, but that additional <br />monies were needed to defray certain expenses incurred by the Recreation <br />Committee. She requested that the Board of Commissioners appropriate $500.00 <br />or less to the Recreation Fund. Chairman Bennett thanked Mrs. Patterson for <br />her report and stated that her request for funds would be taken under advisement. <br />Hezekiah Dobson, Sanitation Engineer, brought to the attention of the Board <br />that the practice now being used by the County for soil sampling could endanger <br />the water table and supply in the area which was sampled. Discussion ensued <br />relative to this matter and the matter of land fills. It was agreed that the <br />County Administrator, the County Attorney and the Sanitarian should arrange <br />a joint meeting with the DLetrict Health Department and the County Planning Board <br />for the purpose of agreement on how to conform the practices of the two agencies <br />relative to soil testing methods and to draft an ordinance for land fill usage. <br />Tyson Clayton, Zoning Officer, presented the following letter from Charles <br />W. Johnston, Chairman of the Orange County Planning Board: . <br />"The Orange County Planning Board submits their recommendations <br />concerning the rezoning request heard at the Public Hearing July 30, 1968, <br />as follows: <br />1. The Planning Board recommends that Mr. Jack Maultsby's request <br />to rezone approximately 1 1/2 acres of his property from a Residential <br />District to a General Commercial District be approved. <br />2. The Planning Board recommends that the following amendments be <br />adopted: <br />Section 6.2.2.2 (3) of the Zoning Ordinance amend to read: That hard <br />rook be at least four (4) feet below the bottom of the filter trenches in <br />the absorption area. <br />Section 6.2.2.2 (4) of the Zoning ordinance amend to read: That the water <br />table is at least four (4) feet below the bottom of the filter trenches in <br />the absorption area. <br />Section V-E-1 of the Subdivision ordinance amend to read: Monuments shall <br />be placed at all corners in the exterior boundary except where permanent <br />markers already exist." <br />Upon motion of Commissioner Walker, seconded by Commissioner Ward, it was <br />moved and unanimously adopted that the recommendations of the Orange County <br />Planning Board relative to the request of Jack Maultsby to rezone approximately <br />one and one-half (1 1/2) acres of his property from a Residential District to <br />a General Commercial District be approved. <br />Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was <br />moved and unanimously adopted, that section 6.2.2.2 (3) of the zoning code be <br />amended to read as follows: That hard rook be at least four (4) feet below the <br />bottom of the filter trenches in the absorption area.
