ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 19, 2008 <br />Action Agen a <br />Item No. -CG, <br />SUBJECT: Eubanks Road Campus (Animal Services and Solid Waste Operations Center) <br />Data Fiber Lease Agreement with Time Wamer Cable <br />DEPARTMENT: Purchasing and IT PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Pam Jones, 919-245-2652 <br />Todd Jones, 919-245-2285 <br />PURPOSE: To consider authorizing the Purchasing Director to execute a lease agreement for <br />bandwidth from Time Wamer Cable that will assure fiber data pathways to both the Animal <br />Services Facility and the Solid Waste Operations Center. <br />BACKGROUND: The Orange County Animal <br />Waste Operations Center are to be connected <br />County IT plans to provide these fiber network <br />Time Warner Cable. <br />Services Facility and the Orange County Solid <br />to the County's overall fiber network. Orange <br />extensions through its general agreement with <br />The County will lease the fiber bandwidth from Time Warner Cable. Time Warner will install and <br />service the lines and will ensure that that are installed and commissioned during the normal <br />construction schedules of both facilities. <br />All lines will be constructed in existing right of way, thereby eliminating the potential for tree <br />removal. <br />The Purchasing Director is authorized to execute leases in an amount less than $20,000. This <br />lease will exceed that authority, thereby prompting additional Board action. <br />FINANCIAL IMPACT: The estimated average annual cost of the ten-year lease is $24,240. <br />Funding for the first year lease cost and the cost to construct lines interior to the two sites are <br />included in the capital project costs for the Solid Waste Operations Center and the Animal <br />Services Facility. Beginning FY 2009-2010, lease costs will be included in the IT operating <br />budget. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the Purchasing <br />Director to execute a lease agreement, contingent on Attorney review, for bandwidth from Time <br />Warner Cable that will assure fiber data pathways to both the Animal Services Facility and the <br />Solid Waste Operations Center. <br />
