Proclamations/ Resolutions/ Special Presentations <br />6 a -1. Recognition of Jay Bryan and Jean Earnhardt for their work to obtain North <br />7 Carolina Scenic Byway desianation for the Scots Welsh Scenic byway <br />8 Chair Jacobs said that Jean Earnhardt instigated this item and Jay Bryan was <br />9 instrumental in completing this. There was an unveiling ceremony last week and these two <br />10 people could not be present, so the Board of County Commissioners wanted to thank both for <br />11 their efforts to make this happen. <br />12 Jay Bryan said that it would not have been possible without the support of the Board of <br />13 County Commissioners, the Carrboro Board of Aldermen, and County staff, specifically David <br />14 Price, who wrote a letter, which helped this come to fruition. <br />15 Chair Jacobs said that this would be added to the new maps of the scenic byways of <br />16 North Carolina. <br />17 <br />18 a. National Safe Kids Week Proclamation <br />19 The Board considered a proclamation recognizing the week of April 26 — May 4, 2008 as <br />20 SAFE KIDS Week in Orange County and authorizing the Chair to sign. <br />21 Sharron Hinton with Department of Social Services introduced Lt. Angela Carmen with <br />22 the UNC Department of Public Safety. Lt. Carmen serves as Chair of the Orange County Safe <br />23 Communities Coalition as well as the Orange County SAFE Kids Coalition. <br />24 Lt. Carmen read the proclamation. <br />25 <br />26 National Safe Kids Week 2008 <br />27 <br />28 April 26 - May 4, 2008 <br />29 <br />30 WHEREAS, unintentional injury is the number one killer of children ages 1 —14 years in the <br />31 U.S.; and <br />32 <br />33 WHEREAS, each year, more than 5,000 children 14 and under die from unintentional injuries; <br />34 and <br />35 <br />36 WHEREAS, for children ages 14 and under, the leading causes of unintentional injury deaths <br />37 are motor vehicle - related injuries, drowning, residential fires or bum injury, suffocation and <br />38 pedestrian injury; and <br />39 <br />40 WHEREAS, 90 percent of these injuries and deaths are preventable; and <br />41 <br />42 WHEREAS, reducing the barriers to attaining safety devices (such as smoke alarms, bicycle <br />43 helmets, car seats and booster seats), increasing educational efforts directed toward children <br />44 who are at high risk for injury, and improving the overall safety of the child's environment are <br />45 preventative strategies to keeping kids safe from unintentional injuries; and <br />46 <br />47 WHEREAS, Safe Kids USA and Orange County Safe Communities promote childhood injury <br />48 prevention strategies by uniting diverse groups into local and state coalitions, developing <br />49 innovative educational tools and programs, initiating public policy changes, distributing safety <br />
