19 <br />1 way this property lines up with the adjoining property. There are environmental issues with <br />2 pushing the road west through this property. <br />3 Chair Jacobs encouraged the developer to write in some things for the HOA that are <br />4 energy efficient (i.e., grass that does not need to be watered, allowing clotheslines, etc.). <br />5 Mark O'Neil with Pickett- Sprouse Real Estate was representing the developer. He <br />6 encouraged the Board of County Commissioners to look at the color diagram and the <br />7 greenways. He said that it has always been the intent of the developer to put in a nice trail <br />8 system. He said that, generally, there would be a big piece of equipment that would be driven <br />9 through, dodging the bigger and nicer trees, but there will always be choices about which trees <br />10 to cut. He said that the point is that the ordinance penalizes someone who is trying to do the <br />11 right thing. <br />12 Chair Jacobs said that this item would be put on the consent agenda for May 1t. <br />13 Commissioner Foushee seconded Commissioner Gordon's motion above, with the addition <br />14 about the road system. <br />15 VOTE: UNANIMOUS <br />16 <br />17 7. Board Comments <br />20 Commissioner Gordon congratulated Commissioner Foushee on her retirement from <br />21 the Town of Chapel Hill on March 31't. <br />22 Commissioner Gordon said that the Board gets green sheets about the completeness <br />23 of the agenda packets and all was complete this time, so the staff is to be commended. <br />24 Commissioner Gordon said that the Commission for the Environment met recently and <br />25 discussed the question of bio-solids, and their application on land in Orange County. <br />26 Commissioner Gordon said that the Hollow Rock Design Committee met and one of <br />27 the design issues is that Pickett Road goes through the middle. Staff will be making a report on <br />28 this issue. <br />29 Commissioner Foushee — no comment. <br />30 Commissioner Nelson — no comment. <br />31 Commissioner Carey — no comment. <br />32 <br />33 Chair Jacobs pointed out the agenda for the April 17"' meeting at their places. <br />34 Chair Jacobs said that the County Commissioners no longer seem to be getting the <br />35 pending items or any summary on all of the pending items that have not been addressed. He <br />36 would still like to see this. <br />37 Chair Jacobs said that the Library groundbreaking is on April 17�' at 11:30 a.m. <br />38 Regarding the open house of the Gateway Center, he did hear complaints from citizens about <br />39 having to pay for parking. He said that he does not want people to have to pay to park in order <br />40 to exercise the right to pay taxes. <br />41 Chair Jacobs apologized and said that somehow it got past him that the legislative <br />42 breakfast with our legislative delegation is on Monday and the legislative committee has not <br />43 been asked to meet to prepare recommendations for the discussion. At the breakfast, he <br />44 would like to bring up the issue of C &D waste as well as the possibility of counties taking on <br />45 more responsibility for road construction. <br />46 Commissioner Gordon said that the TAC of the DCHC -MPO did get a report about the <br />47 possibility of a %.-cent sales tax for transportation. At their next meeting, the MPO is going to <br />48 try and work out some principles for how to proceed with this issue. <br />49 <br />50 9. County Manager's Report <br />
