14 <br />U <br />1 SportsPlex and Orange County Schools summer day camps programs. The Orange County <br />2 Parks and Recreation Summer Camp cost was $80; cost for the summer 4 -H (Summer Sizzle) <br />3 is $100; SportsPlex Summer Camp costs $185 and the Orange County Schools camp program <br />4 costs $100. The recommended funds would be provided on a first come basis to those <br />5 individuals meeting DSS guidelines. <br />6 The Planning Department has reviewed, at the request of the BOCC, any summer <br />7 camps that are in violation of County zoning ordinances. At this time, only Spence's' Farm has <br />8 been identified and that issue is currently scheduled for discussion with the Board of <br />9 Adjustment at its April 14, 2008 meeting. <br />10 It is important to note that this proposal addresses the summer day camp scholarship/ <br />11 campership questions for the current fiscal year. Funding solutions beyond the current fiscal <br />12 year will need to be addressed in the upcoming 2008 -09- budget process. <br />13 <br />14 Commissioner Carey said that this is a substantive way to accomplish the same <br />15 objective of providing summer day camp, and if the staff can assure him that there are enough <br />16 funds for childcare subsidies, then he could support this. He said that in the years to come this <br />17 will have to be addressed. <br />18 Social Services Director Nancy Coston said that there is not a waiting list for childcare <br />19 and there are sufficient funds for this fiscal year. This plan would involve taking available funds <br />20 through June 30"', and her expectation would be to budget in the $50,000 for next year. <br />21 Commissioner Gordon said that this would be taken up by the RPAC on April 22nd and <br />22 Laura Blackmon said that staff would bring this back on May 1st. <br />23 Commissioner Carey asked about deadlines for these camps and Commissioner <br />24 Foushee said that it looks as if there is enough time if the Board of County Commissioners <br />25 takes action at its May 1s` meeting. <br />26 The Board agreed for the staff to proceed. <br />27 <br />28 d. Draft Interim Solid Waste Plan <br />29 The Board considered accepting, as information only, the Draft Interim Solid Waste Plan <br />30 as reviewed by Solid Waste Advisory Board (SWAB) at its April 3, 2008 meeting; authorizing <br />31 the Solid Waste Management Department with SWAB to establish the May 1, 2008 SWAB <br />32 meeting as a public meeting for input to the Plan; and further, authorizing staff to set meetings <br />33 with all three towns to present the draft plan that includes the public input from May 1 8t. <br />34 Blair Pollock said that they are coming to the end of the initial phase of putting this plan <br />35 together. Every three years, the State requires an update of the 10 -Year Solid Waste <br />36 Management Plan. In the fall, the staff requested a three -month period to prepare a draft <br />37 interim plan, and tonight this is an information piece only. This plan will bring the County into <br />38 compliance and will allow for State grants. <br />39 Chair Jacobs requested that since the SWAB is holding a public hearing the same night <br />40 of the Board of County Commissioners' meeting, he would like to have complete minutes from <br />41 the SWAB meeting when this comes back to the Board of County Commissioners. Blair <br />42 Pollock said that they would provide all of the minutes. <br />43 Chair Jacobs made reference to the requirement of having a plan that is in compliance <br />44 with the State requirements. He asked if the State awards grant money based on having a <br />45 compliant plan, or if there was incentive for counties to be in compliance. Blair Pollock said that <br />46 the County is able to apply for and receive grant monies by being compliant. <br />47 Chair Jacobs made reference to page 6 and the last sentence, "Orange County <br />48 estimates that is over 75% of the weight received at its C &D landfill that must now be diverted <br />49 to MSW." He asked if that is the State law that is requiring this or if this is a rule and regulation. <br />50 Blair Pollock said that he thinks that it is a stipulation and interpretation of the law. <br />
