9 <br />1 Chair Jacobs asked staff if they had done any phone testing for renting properties to see <br />2 if there is any discrimination against certain ethnic groups. Shoshannah Smith said that this <br />3 has not been done yet, but she can get something together by 2009. <br />4 Chair Jacobs said that the Board is acutely aware of the problem of providing affordable <br />5 housing to people who work here and who do the many jobs that the community depends on. <br />6 He said that almost no members of the Chapel Hill Police Department can afford to live here, <br />7 and only 32% of the University's employees live in Orange County. Orange County is one of <br />8 only two counties in North Carolina that passed an affordable housing bond. <br />9 A motion was made by Commissioner Gordon, seconded by Commissioner Foushee to <br />10 receive the "Analysis of Impediments" report. Staff noted that there are several instances in the <br />11 report where the use of the term "race" as opposed to "ethnicity" may not be appropriate. Staff <br />12 will work with the consultant to resolve the appropriate use of these designations. <br />13 VOTE: UNANIMOUS <br />14 <br />15 4. Consent Agenda <br />16 A motion was made by Commissioner Nelson, seconded by Commissioner Foushee to <br />17 approve those items on the consent agenda as stated below: <br />18 <br />19 a. Minutes <br />20 The Board approved the minutes from February 12 (5:30 and 7:30 p.m.), 19 (5:30 and 7:30 <br />21 p.m.) and March 18 (5:30 p.m.), 2008 as submitted by the Clerk to the Board. <br />22 b. Appointments <br />23 (1) Arts Commission — Reappointment <br />24 The Board reappointed Mary Kruter, Bronwyn Merritt, and Alice Levinson to the Arts <br />25 Commission to second full terms ending March 31, 2011. <br />26 (2) Carrboro Planning Board — Reappointment <br />27 The Board reappointed Susan Poulton to the Carrboro Planning Board to a full term ending <br />28 February 28, 2010. <br />29 (3) Historic Preservation Commission — Reappointment <br />30 The Board reappointed Leonard Vogel to the Historic Preservation Commission to a second <br />31 full term ending March 31, 2011. <br />32 (4) Recreation and Parks Advisory Council — Reappointments <br />33 The Board reappointed Floyd Bridgwater to a second full term ending March 31, 2011; and <br />34 Laurie Lee, and Ingrid Medcalf to first full terms ending March 31, 2011. <br />35 c. Motor Vehicle Property Tax Release /Refunds <br />36 The Board adopted a refund resolution, which is incorporated by reference, related to 37 <br />37 requests for motor vehicle property tax releases or refunds in accordance with North Carolina <br />38 General Statutes. <br />39 d. NC Criminal Justice Partnership Program (CJPP) Continuation Grant Application <br />40 The Board approved the state grant application for the continuation of program services <br />41 provided through the NC Criminal Justice Partnership Program (CJPP) for FY 2008 -2009 and <br />42 authorized the Chair to sign contingent upon final review by staff and the County Attorney. <br />43 e. Renewal of Visitors Bureau Contract with Jennings Advertising <br />44 The Board approved contract renewals for the Orange County Visitors Bureau with Jennings <br />45 Advertising of Chapel Hill to provide tourism marketing materials in the form of advertising, <br />46 website design and management, promotions and collateral materials used to grow tourism in <br />47 Orange County and authorized the Chair to sign. <br />48 f. 2008 Audit Contract <br />49 The Board approved the contract to perform the annual County audit for the fiscal year ending <br />50 June 30, 2008 and authorized the chair to sign. <br />
