Also during the September 19"' discussion, Commissioner Brown suggested that the county <br />consider one other additional legislative goal to forward to NCACC. Orange County recognizes <br />the initiative of the North Carolina Department of Transportation in the development of <br />Traditional Neighborhood Development (TND) guidelines that were accepted in August 2000. <br />The promotion of narrower streets and less rights of way provides traffic calming and aesthetics <br />of the 'village `design. As staff understood it, Commissioner Brown's proposed goal concerned <br />asking the General Assembly to direct/encourage the North Carolina Department of <br />Transportation (NCDOT) to develop new and/or altemative subdivision road standards for <br />certain subdivisions. These new subdivision road standards would be available to subdivisions <br />that were 1) located in rural areas, 2) were seeking to maintain rural character, and/or 3) were <br />attempting to preserve land, Limit impervious surFaces and erosion, and make greater efforts to <br />safeguard the environment in general. Therefore, the following goal is also proposed. <br />• The authorization to NCDOT to develop alternative subdivision road techniques for rural <br />areas to preserve trees and limit land disturbance and erosion. <br />Memoranda are attached from County Tax Assessor John Smith and from Karen Lincoln with <br />the Planning Department that provide additional information on the frst three possible goal <br />items. For the other item relating to an income tax credit for agribusiness investment, staff. <br />proposes that the County specifically request thafi the NCACC work with the North Carolina <br />Department of Revenue, agricultural interests, and other concerned entities to investigate and <br />evaluate this proposal.. These parties can more fully consider the ramifications of pursuing this <br />proposal and provide feedback to both Orange County and on a statewide basis on the <br />benefits, costs, and implications of this initiative. <br />FINANCIAL IMPACT: None associated with this information. However, any ultimate action by <br />the General Assembly to address the items noted could have financial implications for the <br />county. <br />RECOMMENDATION(S): The Manager recommends that the Board receive the information <br />and provide direction as necessary to staff. <br />
