List of Minor Subdivisions Affected by Amendments <br />INFORMATION CONTACT: <br />Karen Lincoln Ext. 2594 <br />Crai Benedict Ext. 2592 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane (336)227-2031 <br />PURPOSE: To deade on proposed amendmentsto the Orange CourrlySubdivisior-,Regulations, regarding <br />private roads (Sec~on N$ 3 - d --1 and APPENDIX A ORANGE COUNTY PRNATE ROAD STANDARDS). <br />BACKGROUND:. <br />Request Orange County Administration and Planning staff propose changes to Section <br />N-B~-d-1 and Append'a A ORANGE COUNTY PRNATE ROAD STANDARDS to: <br />• clarify criteria for private road justification; <br />• reduce to 10 (from 25) the maximum number of lots allowed on a private road; <br />• delete the provision for a Class C Private Road; and <br />• require that a NC Professional Engineer approve the construction of the private <br />road in accordance with sound engineering practices (delete provision allowing a <br />Professional Surveyor to certify private road construction). <br />Location The amendments, if adopted, will apply to the entirety of Orange County lying outside <br />the municipalities and their extra-territorial jurisdictions and the Chapel Hill and Carrboro Joint <br />Planning Transition Areas. <br />Existing and Proposed Conditions <br />Existing: Section N$ 3 - d -1 <br />• Seven .criteria "considered" for justification of private roads; <br />among those criteria, <br />• provision of "significantly greater" (than required by ordinance): <br />o lot sizes and building setbacks; <br />o dedication or preservation of recreation, open space containing significant sites; <br />o in a protected watershed, increased stream buffers ~ reduced impervious surface.. <br />
