He showed the area. subject to the land use plan amendments on <br />28 a map. The first item is as amendment to the joint planning area where Carrboro, Chapel Hill, <br />29 and Orange County must deride on any changes to the joint lead use map. In this case, all <br />3o authorities would have to agree to change the existing land use to an extractive use that, could <br />31 allow the expansion of the quarry operation. The second part of the process has to do with an <br />32 amendment to the Orange County Comprehensive Plan. Lf the item is approved is the joint <br />33 planning eras, then Orange County looks at its own comprehensive plea sad changes it to a land <br />34 use designation thax would be consistent with the intended use of the pmperiy. In this case, <br />3s Orange County will be considering a change to a rural industrial node, which allows e~ctxactive <br />36 uses. If the rural industrial node is approved, the applicant will Nava to come just tp Orange <br />37 County far a Special Use Permit to expand tb~e existing Special Use Permit to allow the <br />38 expansion of the quarry and the eventual reservoir. Chapel Hill has recommended approval w <br />39 the joint plan sad Carrboro has not yet approved the recommendation. Tha Board of County <br />4o Comr~,;~.Qioners will be ~g a decision on June 29m. However, the joint planning amendment <br />al cannot occur without the Town of Carrbaro's approval. <br />4z <br />43 Benedict said that there were comments from the opponents on the changing conditions <br />44 requirement that were occumng. Staff did soma reseazch on amendment criteria, and one of the <br />43 bases for the change lass to do with either an error in the plan or changing conditions. Benedict <br />46 summarized a' chart of changing conditions in Orange County regaxdiag population change, <br />47 increase of water demand and decreasing rock supply.
