(919) 245-2652 <br />Lease <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider approving a lease renewal for space used by the Department of Motor Vehicles <br />for a Driver's License office at Carrboro Plaza. <br />BACKGROUND: The State of North Carolina has previously indicated that they provide only one Driver's <br />License office per County. Orange County has provided space resources for a second office in the <br />southern portion of the County for many years. The office has been located at Carrboro Plaza since <br />1986 through a lease paid for by the County. This action will extend the lease for 1200 square feet of <br />space at Carrboro Plaza through January 31, 2004. <br />The cost of the space has varied over the years, dependent in part on the economy and other factors <br />present at the shopping center. The square footage amount being quoted by the Landlord is the same as <br />the rent being paid in 1993, although it represents an approximate 15% increase over the most recent <br />three-year renewal. (The circumstances present at the Center in 1993 made the space more marketable <br />at a significantly less cast per square foot.) The shopping center has continually been improved over the <br />past several years and now experiences close to full occupancy. The square footage rate negotiated for <br />this renewal is $12.50 per square foot, with a 4% annual increase for years two and three. In addition, <br />the County is billed far taxes, insurance and common area maintenance (TICAM)=charges of <br />approximately $2.50 per square foot. The TICAM charges are adjusted annually according to the amount <br />paid out on such things as taxes, insurance, grounds care, etc. <br />FINANCIAL IMPACT: The County's annual contribution for the Driver's License office is approximately <br />$.18,000, including rent and TICAM charges. The funds are budgeted in the Rents and Insurance <br />account. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the three year renewal for <br />space used by the Driver's License Bureau, located at Carrboro Plaza at the stated terms; and authorize <br />the Chair to sign an behalf of the Board. <br />
